This study emanated from the need to investigate about the initial condition of Packet C program, the conceptual model on collaborative learning, the implementation of the collaborative learning model, and the kind of an effective collaborative learning model that can help to improve the learning outcomes of the learners of Packet C in the SKBs of Golontalo city. The theories underlying this research include; the theory of Continuing Education (Nonformal & Informal), learning models, collaborative learning, learning outcomes, and packet C theories. Qualitative approach was used in this study with a research and development as the method of study, involving the following activities; a preliminary study, development of pilot collaborative learning model, expert validation and revision, model implementation, and the testing of the effectiveness of the model. The technique used was descriptive and experimental design. This study shows that: (1) the initial conditions of packet C is done in a conventional manner and tutors still dominate the learning process, (2) experts validation has yielded a collaborative learning model which aims at improving the learning outcomes, (3) the implementation model contributed to the development of the collaborative model that is able to improve the learners’ competencies, (4) the collaborative learning model development matched with the qualitative and quantitative analyses and it lead to improved learning outcomes of the learners of packet C. The findings of this study suggest that the collaborative learning model developed should be implemented by the responsible parties in the empowering of learners of packet C program, such that the process of learning is conducive, optimal and also hoping that in the process, the model can be integrated in the teaching and learning process of packet C program. This research concludes that, it has been proved that a collaborative learning model developed has been successful in improving the learning outcomes of the learners of packet C of SKBs in Gorontalo city.
