ABSTRACT Santi Gobel. 2013. Improve Student Comprehension to Content Value - the value of Pancasila Through Model Picture and Picture. Thesis, Department of Elementary Teacher Education, Faculty of Education, Universitas Gorontalo State Second Grade Students of SDN 1 Lake district of Gorontalo. The problem in this study is "Are the Picture and picture models can enhance students' understanding on the material values - values of Pancasila?". The purpose of this research is to improve students' understanding of the value - the value of Pancasila through the model picture and picture. Supervisor I Dra. Elmia Umar, M Pd, and Supervisor II nurhayati. Tine, S. Pdi, M. hi. The method used in this study is action research through two cycles, the nature of qualitative research analysis process, and kuantitaf analysis of the results. The purpose of this study enhance students' understanding of the material values - values of Pancasila through the model picture and picture. Based on the data obtained during the first cycle of action of 15 students who received grades above 85 amounted to 8 people with a percentage of 53% and a gain value of 85 down amounted to 7 people with a percentage of 47%. In the second cycle pembelajarab increased the students who scored above 85 to 13 people or 87% and the gain down 2 people 85 or 13%. thus it can be concluded that by using the model picture and picture, understanding students on material values - values of Pancasila at SDN 1 grade II Lake district of Gorontalo increased.
