Abstrak

Arif Bobihu 2022, NIM 241421121. "Implementasi Sistem Keuangan Desa (SISKEUDES) di Kecamatan Bonepantai (Studi Kasus Di Desa Tamboo Kecamatan Bonepantai Kabupaten Bone Bolango). Program Studi S-1 Ilmu Administrasi Publlik, Fakultas Ilmu Sosial, Universitas Negeri Gorontalo dengan Pembimbing I Dr. Fenti Prihatini Tui, S,Pd., M.Si dan Pembimbing II Bapak Dr. Rustam Tohopi, S.Pd., M.Si.
Penelitian Ini bertujuan untuk mengetahui (1) Bagaimana implementasi sistem keuangan desa (SISKEUDES) di Desa Tamboo Kecamatan Bonepantai Kabupaten Bone Bolango. (2) Faktor-faktor yang mendukung implementasi sistem keuangan desa (SISKEUDES) di Desa Tamboo Kecamatan Bone Pantai Kabupaten Bone Bolango. Penelitian ini menggunakan metode pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, Sedangkan teknik pengumpulan data yang digunakan adalah observasi, wanwancara dan dokumentasi.
Berdasarkan hasil penelitian diketahui bahwa (1) Implementasi Sistem Keuangan Desa (SISKEUDES) di Desa Tamboo Kecamatan Bone Pantai Kabupaten Bone Bolango telah berjalan dengan baik dalam pengelolaan keuangan desa, hal ini dapat dilihat dari aspek pelaksanaan, penatausahaan dan pelaporan yang lebih berkualitas dimana laporan keuangan desa menjadi lebih relevan, andal, dapat dibandingkan dan mudah dipahami. Sementara itu pada aspek perencanaan masih belum sesuai dengan harapan dari segenap perangkat dalam pemerintahan desa karena Sistem Keuangan Desa (Siskeudes) masih kurang fleksibel dalam menjawab tantangan pembangunan karena proporsi pembangunan infrastruktur desa masih lebih besar dibandingkan aspek pemberdayaan masyarakat. (2) Implementasi Sistem Keuangan Desa (SISKEUDES) di Desa Tamboo Kecamatan Bone Pantai Kabupaten Bone Bolango sangat ditentukan oleh faktor komunikasi, sumber daya, disposisi dan struktur birokrasi. Hal ini terlihat dari adanya adanya regulasi yang menjadi pendukung namun terdapat pula sistem sentralisasi perencanaan yang menjadi penghambat. pada birokrasi desa harus lebih optimal untuk baiknya hasil kerja seluruh perangkat desa dalam pengelolaan keuangan desa yang berbasis sistem informasi.

The present research aims to figure out (1) the implementation of the village financial system (SISKEUDES) in Tamboo Village, Bonepantai Subdistrict, Bone Bolango Regency, (2) The supporting factors in the implementation of the village financial system (SISKEUDES) in Tamboo Village, Bonepantai Subdistrict, Bone Bolango Regency. This research employs a qualitative approach with qualitative descriptive research, where the data collection techniques are observation, interviews, and documentation.
The research findings denote that (1) the implementation of the village financial system (SISKEUDES) in Tamboo Village, Bonepantai Subdistrict, Bone Bolango Regency, has been running well in village fmancial management. This is observable from the aspects of implementation, administration, and reporting that are of higher quality. In detail, the village fmancial statements become more relevant, reliable, comparable, and easy to understand. Otherwise, the planning aspect is still not in accordance with the expectations of all village government because the village financial system (SISKEUDES) remains less flexible in responding to development challenges. This is because the proportion of village infrastructure development is still larger than the aspect of community empowerment. (2) The factors that significantly determine the implementation of the village fmancial system (SISKEUDES) in Tamboo Village, Bonepantai Subdistrict, Bone Bolango Regency are factors of communication, resources, disposition, and bureaucratic structure. This is perceptible from the existence of regulations that support it, but there is also a centralized planning system that becomes an obstacle. Most importantly, the village bureaucracy must be more optimal to the good performance of all village government in managing village financial based on information systems.
