Rifandi Lamusa, NIM 281416042, Modal Sosial Dalam Pelaksanaan Program BUMDes (Studi Kasus Pelaksanaan Program BUMDes antara Pemerintah Desa dan Masyarakat di Desa Tinelo Kecamatan Telaga Biru Kabupaten Gorontalo). Program Studi Sosiologi, Fakultas Ilmu Sosial Universitas Negeri Gorontalo 2020. Dibawah bimbingan bapak Prof. Dr. Rauh A. Hatu, M.Si selaku pembimbing I dan bapak Ridwan Ibrahim S.Pd,. Penelitian dilakukan untuk mengetahui bagaimana modal sosial antara pemerintah desa dan masyarakat terhadap pelaksanaan program BUMDes di desa Tinelo Kecamatan Telaga Biru Kabupaten Gorontalo. Metode penelitian yang digunakan adalah metode penetian deskriptif dengan pendekatan kualitatif.
Berdasarkan Hasil Penelitian yang dilakukan oleh peneliti yaitu terdapat tiga program BUMDes yang sedang dijalankan oleh BUMDes Walama yang ada di desa Tinelo. Semua program tersebut bergerak dibidang jasa, Adapun ketiga program yang dimaksud yaitu pertama usaha peminjaman uang, kedua penjualan beras, dan ketiga pengumpulan sampah. Modal sosial yang tercipta terkait dengan pelaksanaan program antara Pemerintah Desa bersama dengan pengelola BUMDes Walama dan juga masyarakat berjalan dengan cukup baik hal ini sesuai dengan konsep modal sosial yakni adanya kepercayaan antara Pemerinta Desa kepada BUMDes serta masyarakat dalam menjalankan program BUMDes. Selain itu, terdapat juga kerjasama yang ditandai dengan koordinasi yang sering dilakukan antara Pemerintah Desa dengan BUMDes juga masyarakat baik itu dalam perencanaan program, penganggaran dana BUMDes, rapat pertanggung jawaban, serta komunikasi yang dilakukan melalui pelaksanaan rapat triwulan, semester, hingga tahunan. Walaupun dalam hal ini koordinasi yang dilakukan dengan masyarakat masih sangat minim. Selain itu adanya norma yang baik terhadap pelaksanaan program BUMDes yang ditandai dengan respon masyarakat serta pelayanan yang diberikan oleh pengelola BUMDes kepada warga masyarakat yang ingin berpartisipasi dalam program BUMDes. Sehingganya implementasi dari program BUMDes yang ada dilapangan dapat berjalan dengan baik.

This research was conducted to determine the significance of social capital between the village government and the community towards the implementation of village-owned enterprises (BUMDes) programs in Tinelo Village, Telaga Biru District, Gorontalo Regency; it employed a qualitative-descriptive approach for the research method.
Based on the findings, there are three programs that were being undertaken by BUMDes Walama in Tinelo Village engaging entirely in services, namely loaning, rice sale, and garbage collection. The social capital from the government's program implementation, the BUMDes Walama Administrators, and the community was properly functioned based on the concept of social capital, which involves the presence of trust by the government to the village-owned enterprises and the community in implementing village-owned enterprises programs. In addition, there was also cooperation that is characterized by the often coordination between the government with the village-owned enterprises and the community in terms of program planning, budgeting enterprises funds, accountability session, and communications during the quarterly, semester, or yearly meetings, despite the fact that the coordination remains particularly poor. In addition, the presence of good norms was indicated in program implementation characterized by community response and services provided by the administrators to the community who wishes to participate in the program. This lead to the proper function of the implementation of the existing programs by the village-owned enterprises.
