The objective of this research is to describe the implementation of English program in Rusunawa. The subjects of this research are all the Rusunawas’ occupants who sit in first year coming from all faculties in Gorontalo State University. This research is a case study through which the description about the implementation of English program in Rusunawa Students’ Dormitory is clearly and deeply described. The data were collected through interview. Based on the analysis of the data it is found that there are 4 major problems occur in program implementation. They are weaknesses in mechanism and communication, poorly prepared material and lack of facilities. However the English program runs well despite the five major poblems. By seeing the students’ ability in the English program, it is expected that the program should be reorganize by the Rector as the decision maker to reach the target of the program.
