E-Procurement merupakan terobosan dalam pelayanan publik untuk mewujudkan transparansi, efisiensi, efektivitas dan akuntabilitas dalam pengadaan barang dan jasa. Penelitian ini bertujuan untuk 1) mengetahui tingkat kepuasan penyedia barang/jasa pada pelaksanaan e-procurement APBD maupun APBN di Provinsi Gororntalo, 2) mengetahui faktor-faktor yang paling mempengaruhi dalam pelaksanaan e-procurement APBD maupun APBN di Provinsi Gorontalo.
Metode pengumpulan data dilakukan dengan cara wawancara dan penyebaran kuesioner. Metode pengolahan data yang digunakan dalam penelitian ini yaitu metode Static Product Moment Pearson dan data dari penelitian ini diperoleh melalui pengisian 20 kuesioner dari beberapa perusahaan konsultan dan kontraktor di Propinsi Gorontalo. Jenis data pada penelitian ini merupakan data kuantitatif dan kualitatif. Untuk pengolahan data dibantu oleh program SPSS dan Microsoft Excel.
Berdasarkan hasil analissis data dari 20 responden konsultan dan kontraktor yang ada di Provinsi Gorontalo menilai bahwa secara keseluruhan tingkat kepuasan (performance) perusahaan penyedia barang/jasa konstruksi dan konsultasi terhadap pelaksanaan e-procurement APBD di Provinsi Gorontalo dinilai lebih baik dari pelaksanaan e-procurement APBN dengan skor rata-rata APBD 1,716 sedangkan APBN 1,706. Untuk faktor-faktor yang paling mempengaruhi, pada pelaksanaan e-procurement APBD terdapat tiga belas faktor-faktor atau variabel yang mempengaruhi dan harus mendapat perhatian khusus (kuadran I), enam belas variabel pada APBN dan sebelas variabel pada e-procurement APBD dan APBN yang sama-saam berada dalam kuadran I yang dianggap memepengaruhi dan harus mendapat perhatian khusus.

E-Procurement is an innovation in public service to provide transparency, efficiency, effectiveness, and accountability in procurement of goods and services. This study intends to: 1) identify the satisfaction rate of goods/services suppliers in implementation of e-procurement of Regional Budget and State Budget in Gorontalo province; and 2) identify the factors influencing the implementation of e-procurement system of Regional Budget and State Budget in Gorontalo province.
The data were obtained by interview and questionnaire consisted of 20 questions to several consultant and contractor companies in Gorontalo province. Moreover, the quantitative and qualitative data were analyzed by Static Product Moment Pearson technique and by employing SPSS program and Microsoft Excel.
The result shows that the respondents considered that the overall performance of
e-procurement implementation in Regional Budget is slightly better than in State Budget, with the average score of 1.716 and 1.706 respectively. Moreover, there are 13 variables of factor influencing the implementation of e-procurement in Regional Budget , 16 variables influencing the implementation in State Budget, and 11 variables influencing the implementation in both Regional and State Budget, all three categories are in quadrant I and considered to require special attention.
