Salah satu transportasi yang terdapat pada rute Kota Gorontalo - Marisa adalah Angkutan informal. Angkutan informal ini memiliki kelebihan dari angkutan umum lainnya dilihat dari sisi keleluasaanya dalam hal waktu, rute pelayanan. Penetapan tarif berpengaruh pada peminat jasa angkutan informal ini, sehingga besarnya harga tarif perlu dianalisis berdasarkan biaya operasional kendaraan agar tarif yang diberlakukan memberikan keuntungan yang wajar bagi pihak pengusaha angkutan dan tidak memberatkan kepada pengguna jasa tersebut. Tujuan dari penelitian ini 1) menganalisis biaya operasional kendaraan (BOK), 2) menganalisis tarif angkutan informal berdasarkan biaya operasional kendaraan (BOK), 3) menganalisis jumlah optimal angkutan informal.
Penelitian ini menggunakan metode survei di lapangan dengan melakukan wawancara pertanyaan kuisioner untuk mendapatkan data primer dan data sekunder. Analisis BOK menggunakan metode dari Departemen Perhubungan RI Tahun 2002. Analisis jumlah optimal angkutan informal berdasarkan keseimbangan BOK dan pendapatan pengusaha angkutan informal menggunakan metode Break Even Point.
Hasil analisis biaya operasional kendaraan (BOK), diperoleh biaya operasional kendaraan sebesar Rp. 2.069,33 /km. Hasil analisis tarif berdasarkan biaya operasional kendaraan (BOK) diperoleh sebesar Rp. 81.295,04 /pnp. Tarif yang berlaku saat ini Rp. 60.000 belum sesuai berdasarkan ketentuan Departemen Perhubungan Republik Indonesia Tahun 2002 dibandingkan dengan hasil analisis tarif yang didapatkan. Jumlah angkutan informal yang beroperasi saat ini sebanyak 39 kendaraan sudah termasuk jumlah optimal berdasarkan hasil analisis menggunakan metode Break Event Point.

Informal public transport is one of public transportation that serves route of Gorontalo city - Marisa. This kind of transport excels from other modes in time availability and route. The tariff determination of the service is influenced by numbers of customers, thus, it is necessary to analyze the vehicle operating cost in determining proper tariff to provide adequate profits for the business owners as well as giving reasonable price for the customers. The study aims to: 1) analyze the vehicle operating cost of informal public transport; 2) analyze proper tariff determination of informal public transport based on the operating cost; and 3) analyze the optimal amount of informal public transport.
The field survey research employed questionnaire and interview to obtain primary and secondary data. The vehicle operating cost was analyzed by referring to the guidelines of Department of Transportation of Republic of Indonesia on 2002. The optimal amount of informal public transportation (balance of vehicle operating cost and business owners' income) was analyzed by Break Even Point method.
The analysis of vehicle operating cost indicates that the operating cost of informal public transportation is Rp. 2.069,33/km. Moreover, the tariff analysis based on vehicle operating cost indicates that the proper tariff is Rp. 81.295,04/pax. Compared to the tariff analysis result, the current existing tariff, Rp. 60.000/pax, does not comply with the guidelines of Department of Transportation of Republic of Indonesia on 2002. Current operating informal public transport are 32 vehicles, which is categorized optimal based on the Break Even Point analysis.
