In term of distributing labor information, Department of Social and Labor in Gorontalo City has provided the information which can distribute to people through radio, magazine, and brochure. However, not all people can utilize the media everyday. Besides, Department of Social and Labor in Gorontalo City has web-based portal which is designed br Ministry of Labor and Transmigration which providing information about job vacancy, but it is not attached by other services needed. The research applied method of waterfall system development in establishing information system of labor service. It aimed to optimize the distribution of Labor Service Information (PENTA) to people through website and SMS gateway. Based on the assessment of 25 respondents through WebQual, it can optimize the distribution of information amounted 82,72%. Web-based Information System on Labor Service can be utilized by Department of Social and Labor in Gorontalo City in providing and distributing information about PENTA service to people in term of acquiring the information.
