Retribusi pasar adalah pungutan terhadap pedagang sebagai pembayaran atas penggunaan fasilitas pasar berupa los, kios, atau lapak. Retribusi pasar menjadi salah satu aspek penting yang memberikan kontribusi cukup besar terhadap pendapatan suatu daerah. Pengelolaan retribusi pasar yang kurang baik akan mempengaruhi pendapatan suatu daerah. Dalam proses pemungutan retribusi pasar oleh petugas pasar terhadap pedagang masih menggunakan karcis. Penggunaan karcis sebagai bukti pembayaran retribusi masih membutuhkan biaya dan waktu yang lebih dalam proses pembuatannya. Petugas pasar juga masih repot harus memungut uang sewa kepada pedagang satu-persatu. Penggunaan karcis sebagai bukti transaksi pembayaran retribusi juga masih kurang aman karena bisa saja dimanipulasi, dan juga pengelolaan laporan retribusi pasar yang kurang terkelola dengan baik sehingga dapat menyebabkan kesalahan dalam pelaporan retribusi pasar di Dinas Perindustrian dan Perdagangan Kabupaten Gorontalo.. Tujuan dari penelitian ini adalah membangun sistem informasi retribusi pasar yang bisa memudahkan proses pemungutan dan pengelolaan laporan retribusi pasar di Kabupaten Gorontalo. Sistem ini dibangun menggunakan metode waterfall. Hasil dari penelitian ini yaitu sebuah aplikasi sistem informasi retribusi pasar berbasis android dan web yang digunakan untuk melakukan proses pembayaran retribusi pasar secara online menggunakan dompet digital GoPay yang integrasinya disediakan oleh Midtrans serta menyediakan fitur peta untuk menampilkan lokasi pasar beserta lapak menggunakan Google Maps API yang dapat mempermudah proses pemungutan dan pengelolaan serta pembuatan laporan retribusi pasar di Kabupaten Gorontalo.

Market retribution is the levy collected from the merchants in a market as the rent/usage fee of market facilities (kiosks/stalls). It is an essential aspect that yields a relatively high contribution to the income of a region. Poor management of market retribution may disrupt the income of a particular region. The mechanism of retribution collection still utilizes the ticket given by the retribution collector to the merchants. The use of tickets as payment proof in the existing mechanism is regarded as less optimal in terms of time and fee efficiency. It also requires a retribution collector to collect the fee manually from all the merchants in the market. Such a mechanism is also deemed as lacking security and prone to manipulative actions. The poor retribution reporting system is also susceptible to potential errors in the reporting process in the Office of Industry and Trade in Gorontalo regency. The present research aimed to develop an information system of market retribution to facilitate the collection and reporting management of market retribution in Gorontalo regency. The system was developed by using waterfall method. The development phase resulted in a developed application of market retribution information system that is compatible with android and web-based system. The software also involved an online payment method of market retribution by GoPay digital wallet with the integration provided by Midtrans. Moreover, the software was facilitated with maps feature developed based on Google Maps API to facilitate the collection and reporting process of market retribution in Gorontalo regency.
