Abstrak

Dwi Indah Yuliani Solihin, 701616013. Mewujudkan Good Governance Dalam Pelayanan Publik (Studi Kasus Di Samsat Kota Gorontalo). Disertasi Program Doktor Administrasi Publik. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan tentang: 1) Mewujudkan Good Governance Dalam Pelayanan Publik Di Samsat Kota Gorontalo; 2) Faktor-faktor yang menentukan keberhasilan Good Governance Dalam Pelayanan Publik Di Samsat Kota Gorontalo. Metode penelitian yang digunakan yakni metode kualitatif. Analisis data yang digunakan dalam penelitian kualitatif adalah analisis model interaktif yang terdiri dari tiga komponen analisis yakni: 1) Reduksi Data; 2) Penyajian Data; 3) Verifikasi Data dan Penarikan Kesimpulan.
Hasil penelitian menunjukkan bahwa: 1) Upaya mewujudkan Good Governance dalam pelayanan publik di Samsat Kota Gorontalo perlu memaksimalkan tata kelola pelayanannya, diliha dari aspek trasparansi dan partisipasi yang masih terbatas. Artinya masyarakat belum sepenuhnya bisa mengakses informasi dan jenis-jenis pelayanan terkait dengan pelayanan dan kerterlibatan publik; 2) Faktor-faktor yang menentukan keberhasilan Good Governance dalam pelayanan publik di Samsat Kota Gorontalo masih memerlukan peningkatan dari beberapa aspek. Hal ini terlihat pada waktu pelayanan yang diberikan kepada masyarakat yang terlalu lama sering terjadi kesalahan procedural serta beberapa fasilitas teknis pendukung layanan yang belum tersedia; 3) Proses mewujudkan Good Governance dalam pelayanan publik di Samsat Kota Gorontalo, peneliti menawarkan konsep temuan penelitian yang disebut novelty yakni konsep Mopoduoto Tilihula atau konsolidasi kewenangan yang merupakan konsep yang dikembangkan dari nilai-nilai kedaerahan atau kearifan lokal. Konsep mopoduoto tilihula ini diharapkan bisa menjalankan fungsi-fungsi koordinasi terkait tugas dan fungsi sebagaimana mestinya, serta kewenangan masing-masing bidang berada pada kedudukan yang seharusnya.

This study aims to analyze and describe: 1) Realizing Good Governance in Public Services in Samsat Gorontalo City; 2) The factors that determine self-confidence in public services in Samsat Kota Gorontalo. The research method used is a qualitative method. Analysis of the data used in qualitative research is an interactive model analysis which consists of three components of the analysis, namely: 1) Data Reduction; 2) Presentation data; 3) Data Verification and Conclusion Drawing.
The results showed that: 1) Efforts to realize Good Governance in public services in Samsat Gorontalo City can maximize service governance, from the aspects of transparency and limited participation. This means that the community has not been able to access information and types of services related to services and public involvement; 2) The factors that support good governance in public services in Samsat Kota Gorontalo still need improvement from several aspects. This can be seen at the time that the services provided to the community are too long, procedural errors often occur as well as some technical support services that are not yet available; 3) The process of realizing Good Governance in public services in Samsat Gorontalo City, the researcher offers a concept of research findings called the Mopoduoto Tilihula concept or authority which is a concept developed from regional values or local wisdom. The concept of this mopoduoto tilihula is expected to be able to carry out the coordination functions of the duties and functions of the duties it should be, and the authority of each field is in the position it should be.
