Analisis kebutuhan pegawai merupakan suatu proses analisis logis dan teratur berguna untuk mematuhi jumlah dan kualitas pegawai yang diperlukan dalam suatu unit organisasi untuk mendapat pekerjaan yang sesuai dengan tugas atau wewenang tanggung jawabnya. Rumusan masalah dalam penelitian ini bagaimanakah analisis kebutuhan SDM Kesehatan berdasarkan standar ketenagaan minimal Permenkes Nomor 75 tahun 2014 di Puskesmas Hulonthalangi Kota Gorontalo. Tujuan penelitian ini untuk menganalisis kebutuhan SDM kesehatan menggunakan Standar Ketenagaan Minimal Permenkes Nomor 75 Tahun 2014 di Puskesmas Hulonthalangi Kota Gorontalo.
Penelitian ini merupakan jenis penelitian deskriptif dengan pendekatan kualitatif. Informan penelitian terdiri dari 2 orang informan kunci dan 7 orang informan biasa. Pengumpulan data melalui observasi, wawancara terstruktur dan dokumentasi. Penelitian ini dilaksanakan di Puskesmas Hulonthalangi.
Hasil penelitian ini adalah analisa dari segi input dalam menganalisa kebutuhan SDM Kesehatan di Puskesmas Hulonthalangi terdiri dari prosedur perekrutan yang di sesuaikan dengan Permenkes Nomor 75 tahun 2014, dengan jumlah SDM Kesehatan yang terdiri dari PNS berjumlah 28 orang dan Honorer berjumlah 16 orang. Dari segi proses dalam menganalisa kebutuhan SDM Kesehatan di Puskesmas Hulonthalangi terdiri dari Perencanaan usulan kebutuhan tenaga. Dari segi output yaitu pemenuhan kebutuhan SDM Kesehatan. Kemudian dari segi impact yaitu dampak yang timbul akibat kekurangan tenaga kesehatan tersebut. Disarankan Puskesmas Hulontalangi melakukan penataan kembali tenaga kesehatan agar sesuai dengan kebutuhan puskesmas sehingga pemerataan tenaga kesehatan bisa optimal dan memenuhi standar mutu pelayanan puskesmas.

The employee need analysis is a logical and regular analysis process that is worthwhile to comply with the number and quality of employees needed in an organizational unit to obtain a job, which is in accordance with duty, authority or responsibility. The problem statement of this research was how the analysis Of Health Human Resource needs based on the Minimum Standard of Workforce of Regulation of Health Minister No. 75 of 2014 at Puskesmas (Public Health Center) Hulonthalangi of Gorontalo City. The research objective was to analyze the need for health Human Resource using Minimum Standard of Workforce of Regulation of Health Minister No. 75 of 2014 at Puskesmas (Public Health Center) Hulonthalangi of Gorontalo City.
The research wa descriptive research with a qualitative approach. The informants in this research covered 2 key informants and 7 people as ordinary informants. The data were collected through observation, structured interview, and documentation. The research took place at Puskesmas Hulonthalangi.
The finding of research showed that the analysis from input side in analyzing the need for Health Human Resource at Puskesmas Hulonthalangi comprised a recruitment procedure that was adjusted with Regulation of Health Minister No. 75 of 2014, in which the number of Health Human Resource consisted of 28 civil servants and 16 honorary employees. Based on the process side in analyzing, the need for Health Human Resource at Puskesmas Hulonthalangi comprised worker need proposal planning, Meanwhile, the output side was the fulfilment of Health Human Resource need. In addition, the impact side was an impact caused by the lack of health workers. The Puskesmas Hulonthalangi was suggested to reorganize the health workers in order to be in accordance with the need so that the equal distribution of health workers could be optimum and could meet the service quality standard of Puskesmas.
