Salah satu bentuk upaya kesehatan berbasis masyarakat (UKBM) yang baru dikembangkan oleh pemerintah sesuai rekomendasi organisasi kesehatan dunia/ World Health Organization (WHO) telah merekomendasikan agar memusatkan penanggulangan penyakit tidak menular yaitu Posbindu PTM Pos Pembinaan Terpadu penyakit tidak menular (Posbindu PTM) merupakan bentuk peran serta masyarakat dalam upaya monitoring faktor risiko penyakit tidak menular, deteksi dini pengendalian faktor risiko termasuk hipertensi secara mandiri dan berkelanjutan. Kegiatan Pos Pembinaan Terpadu penyakit tidak menular (Posbindu PTM) dilaksanakan oleh pekerja sosial, aktifis masyarakat, dan kader kesehatan yang terlatih. Sasaran utama kegiatan ini adalah masyarakat sehat, yaitu penyakit beresiko dan penyandang penyakit tidak menular berusia 15 tahun keatas (Kemenkes RI, 2015).
Jenis penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif.Informan dalam penelitian ini adalah orang yang dapat memberikan informasi tentang suatu kondisi ataupun situasi dan kondisi latar penelitian. Informan penelitian meliputi informan kunci,informan utama, dan informan tambahan.
Hasil penelitian evaluasi pelaksanaan program pos pembinaan terpadu penyakit tidak menular (POSBINDU PTM) berdasarkan kriteria malcom baldrige didapatkan bahwa Evaluasi kepemimpinan yang pertama yaitu Koordinasi kepala puskesmas belum optimal,Evaluasi perencanaan strategis pelaksanaan posbindu PTM melalui evaluasi tersebut ditemukan permasalahan, Evaluasi Fokus pada Pasien yaitu Pasien kurang mengetahui faktor risiko yang mereka alami, Evaluasi berdasarkan sumber daya manusia pelaksana Posbindu PTM dalam pencegahan penyakit tidak menular yaitu petugas puskesmas belum memenuhi SOP, Evaluasi berdasarkan hasil kinerja organisasi yaitu Jumlah sasaran belum mencapai target.

One of the efforts of health community based services that newly developed by the government in accordance with the recommendationof World Health Organization is a must to concentrate on non-communicable disease preventionthrough Pos Pembinaan Terpadu Penyakit Tidak Menular (Posbindu PTM or Non Communicable DiseaseIntegrated Guidance Post). It is a form of participation of the community asan effort to monitor risk factor of non-communicable disease, early detection og risk factors control,including hypertension independently and sustainably. The activity in this post was carried out by social workers, community activists,and trainedhealth cadres. The primary target of this activity is a healthy community, which is a risky disease and non-communicable disease patients aged over 15 years (Kemenkes RI or Ministry of Health of The Republic of Indonesia,2015).
The research type used descriptive research with a quality approach. The informant of this research was those who could provide information concerning certain condition or situation and research background. The informants comprised key informant, main informant, and additional informant.
The finding of research regarding the evaluation of the implementation of Pos Pembinaan Terpadu Penyakit Tidak Menular ( POSBINDU PTM or Non Communicable Disease Integrated Guidance Post) based Mlcolm Baldrige criteria revealed that the first leadership evaluation was acoordination of head ofpuskesmas (PublicHealth Center) that was not optimum yet. Next, the evaluation of strategic palnning of implementation of Posbindu PTM has found an issue, the evaluation of focus on patients was that patients had lack of understanding on the risk factors they were experiencing. The evaluation based of human resource as the organizer of Posbindu PTM in non-communicable disease prevention was that the puskesmas staffs had yet to meet SOP, and the evaluation based on the result og organization performance found the number of the target that was not achieved yet.
