Fela Rodena D. 941 416 019. 2022. Pengaruh Kompetensi Aparatur Terhadap Kualitas Pelayanan E-KTP di Dinas Kependudukan Dan Catatan Sipil Kota Gorontalo. Skripsi Program Studi S1 Administrasi Publik, Fakultas Ilmu Sosial. Universitas Negeri Gorontalo, dibawah bimbingan Bapak Dr. Zuchri Abdussamad, S.I.K., M.Si selaku pembimbing 1 dan Bapak Dr. Rosman Ilato, M.Pd selaku pembimbing 2.
Penelitian ini bertujuan untuk mengetahui Pengaruh Kompetensi Aparatur Terhadap Kualitas Pelayanan E-KTP di Dinas Kependudukan Dan Catatan Sipil Kota Gorontalo. Pengumpulan data dalam penelitian ini dilakukan dengan kuesioner. Adapun jumlah sampel sebanyak 139 orang yang terdiri atas 39 orang pegawai dan 100 orang masyarakat. Analisis data dalam penelitian ini yakni analisis kuantitatif inferensial regresi sederhana. Hasil Penelitian menunjukan bahwa kompetensi aparatur berpengaruh positif dan signifikan terhadap kualitas pelayanan E-KTP di Dinas Kependudukan dan Pencatatan Sipil Kota Gorontalo dengan nilai koefisien determinasi sebesar 52,90% Kualitas pelayanan E-KTP di Dinas Kependudukan dan Pencatatan Sipil Kota Gorontalo dipengaruhi oleh kompetensi aparatur. Adapun pengaruh dari variabel lain terhadap Kualitas pelayanan E-KTP sebesar 47,10% yakni variabel penggunaan sistem informasi, kerja sama antar organisasi sektor publik, kapasitas organisasi, regulasi keterbaharuan layanan publik dan komitmen kerja pelaksana kebijakan pelayanan publik. Hasil positif menunjukan bahwa kompetensi aparatur yang semakin baik dan konsisten dioptimalkan maka akan berdampak pada peningkatan kualitas pelayanan E-KTP di Dinas Kependudukan dan Pencatatan Sipil Kota Gorontalo

The research objective is to figure out the effect of apparatus competence on the quality of alectronic indentity card (E-KTP) services at the population and civil registration office of gorontalo city. The data cellecton in this study is done trhrough questionnaire with samples of 139 people consisting 0f 39 employes and 100 local communities. at the same time, the data analysis employs inferential quantitative using simple regresion analysis. the finding reveal that the apparatus competence positively and sigfinicantly affects the quality of electronic identity card (E-KTP) services at population and civil registration office of Gorontalo City, with a coefficient of determination of 52.90%. In Comparison, the remaining 47.10% are affected by other variables, namely the use of information system, collaboration among public sector organizations, organization capacty, regulation of public service renewal, and work commitment of public service policy implementers. additionally, the positive result indicate that if the aparatus competence is consentently improved and optimized it will have animpact on improving the quality of E-KTP services at the populatiion and civil registration office of gorontalo city.
