Abstrak

HARIYATI BUKA. 941417045. 2022. Pengembangan Kapasitas Individu Aparatur Sipil Negara Melalui Diklat Pada Kantor BK-Diklat Kabupaten Gorontalo. Skripsi Program S1 Administrasi Publik, Fakultas Ilmu Sosial, Universitas Negeri Gorontalo dengan Pembimbing I Dr. Rusli Isa, M,Si, dan Pembimbing II Dr. Rustam Tohopi, S.Pd, M.Si.
Tujuan penelitian ini untuk mengetahui (1) Bagaimana Pengembangan Kapasitas Individu Aparatur Sipil Negara Melaui Diklat Pada Kantor BK-Diklat Kabupaten Gorontalo dan (2) Faktor-faktor yang Menentukan Keberhasilan Pengembangan Kapasitas Aparatur Sipil Negara Melalui Diklat Pada Kantor BK-Diklat Kabupaten Gorontalo yang di lihat melalui beberapa aspek diantaranya (a) Komitmen Bersama, (b) Kepemimpinan, (c) Pengakuan Kekuatan dan Kelemahan yang Dimiliki. Penelitian ini menggunakan metode penelitian deskriptif kualitatif yaitu dilakukan melalui observasi, wawancara dan dokumentasi.
Berdasarkan hasil penelitian yang ditemukan bahwa Pengembangan Kapasitas Individu Aparatur Sipil Negara Melalui Diklat Pada Kantor BK-Diklat Kabupaten Gorontalo sudah dilaksanakan dengan baik. Untuk faktor-faktor yang mempengaruhi pengembangan kapasitas individu aparatur sipil negara melalui Diklat yaitu dapat dilihat dari adanya Komitmen Bersama, Kepemimpinan, dan Pengakuan Kekuatan dan Kelemahan yang dimiliki sudah diterapkan, namun masih ada kendala yang tidak bisa dihindari yaitu keterbatasan sumber dana dan terdapat beberapa ASN yang kurang dalam merespon kesempatan yang datang seperti kurangnya minat dalam mengikuti program Diklat sehingga menyebabkan lambatnya pengembangan kapasitas pada ASN. Dapat disimpulkan bahwa Pengembangan Kapasitas Individu Aparatur Sipil Negara Melalui Diklat Pada Kantor BK-Diklat Kabupaten Gorontalo sudah dilaksanakan dengan baik namun kesadaran ASN dalam merespon kesempatan masih harus ditingkatkan.

The principal supervisor is Dr. Rusli Isa, M.Si, and the co-supervisor is Dr. Rustam Tohopi, S.Pd, M.Si.
The study aims to find out (1) How is the Individual Capacity Development of Civil Servants through Education and Training at Regional Personnel-Education and Training Agency, Gorontalo Regency, and (2) the Factors that Determine the Succes of Civil Servant Capacity Development through Education and Training at Regional Personnel-Education and Training Agency, Gorontalo Regency viewed from several aspects including (a) Shared Commitment, (b) Leadership, (c) Recognition of Strenghs and Weaknesses. This research uses a descriptive qualitative method by observation, interviews, and documentation.
The result show that there has a successful individual Capacity Development of Civil Servants through Education and Training at Regional Personnel-Education and Training Agency, Gorontalo province. The factors that influence the individual capacity developmentof Civil Servants throught education and training are seen in Joint Commitment, Leadership, and Recognition of Strengths and weaknesses that have been implemented, but some obstacles cannot be avoided, such as limited sources of funds and there are several Civil Servants who are lacking in responding to opportunities that come, such as lack of interest in participating in the education and thaining program, causing the show capacity development of Civil Servants, It can be concluded that the individual capacity development of Civil servants through education and training at the Regional Personnel-Education and Training Agency has been carried out well. However Civil Servants awereness in responding to opportunities still needs to be improved.
