Abstrak

Penelitian ini bertujuan untuk mengetahui (1)Implementasi Kebijakan Pemberdayaan Usaha Mikro, Kecil dan Menengah (UMKM) di Kota Gorontalo di Masa Pandemi Covid-19 dan (2)Faktor-Faktor yang Menentukan Keberhasilan Implementasi Kebijakan Pemberdayaan Usaha Mikro, Kecil dan Menengah (UMKM) di Kota Gorontalo di Masa Pandemi Covid-19, dilihat dari aspek pengembangan (enabling), potensi (empowering) dan melindungi (protecting). Metode Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, sedangkan teknik pengumpulan data yang digunakan adalah dengan observasi, wawancara dan dokumentasi.
Berdasarkan hasil penelitian yang diperoleh di lapangan bahwa (1)Implementasi Kebijakan Pemberdayaan Usaha Mikro, Kecil dan Menengah (UMKM) di Kota Gorontalo di Masa Pandemi Covid-19 meliputi aspek pengembangan (enabling), potensi (empowering) dan melindungi (protecting) sudah dilaksanakan dengan baik tetapi belum maksimal karena terdapat salah satu aspek yang pengimplementasiannya masih kurang baik yakni pada aspek protecting. (2)Faktor-Faktor yang Menentukan Keberhasilan Implementasi Kebijakan Pemberdayaan Usaha Mikro, Kecil dan Menengah (UMKM) di Kota Gorontalo di Masa Pandemi Covid-19, dilihat dari aspek logika kebijakan, lingkungan tempat kebijakan dioperasikan, dan kemampuan Implementator kebijakan sudah dijalankan dengan baik, tetapi masih belum maksimal karena dua faktor masih belum terlaksana dengan baik. Dilihat dari Faktor pertama yakni Logika Kebijakan sebagaimana yang diterapkan oleh Pemerintah Pusat yaitu mengeluarkan kebijakan berupa bantuan modal kepada pelaku UMKM sebesar Rp2.400.000, akan tetapi Program tersebut masih belum merata di kalangan UMKM. Faktor kedua adalah Lingkungan Tempat Kebijakan Dioperasikan dimana Lingkungan Tempat Kebijakan Dioperasikan belum menyeluruh.

ABSTRACT

This research aims to determine (1) the implementation of Micro, Small and Medium Enterprises (MSMEs) empowerment policy in Gorontalo City during the Covid-19 Pandemic and (2) factors that determine the Success of the implementation of Micro, Small and Medium Enterprises (MSMEs) empowerment policy in Gorontalo City during the Covid-19 Pandemic. In addition, the factors are observed from aspects of development (enabling), potential (empowering), and protecting. The method applied in this research is qualitative with descriptive research, while the data collection techniques used are observation, interview, and documentation.
The research findings reveal that (1) the implementation of Micro, Small and Medium Enterprises (MSMEs) empowerment policy in Gorontalo City during the Covid-19 Pandemic which includes aspects of development (enabling), potential (empowering), and protecting has been implemented properly although it is not maximal. The cause is that one of aspects in the implementation which is protecting remains poor/not good. (2) Factors that determine the success of the Implementation of Micro, Small and Medium Enterprises (MISMEs) empowerment policy in Gorontalo City during the Covid-19 Pandemic which are observable from aspects of policy logic, environment in which the policy is applied, and ability of policy implementers have been running well, but still not optimal because two factors are still not implemented properly. In detail, the first factor or Policy Logic as implemented by the Central Government is the issuance of policy in the form of capital assistance to MSMEs owners for IDR 2,400,000. However, the program is still not evenly distributed among MSMEs. The second factor is the environment where the policy is not comprehensively applied.
