Abstrak
NUR ANNISA RADJI. 941418010. 2022 Implementasi Program Bantuan Pangan Non Tunai (BPNT) dalam Mengatasi Pemenuhan Kebutuhan Dasar di Desa Ulantha Kecamatan Suwawa Kabupaten Bone Bolango. Penelitian ini bertujuan untuk mengetahui (1) Implementasi Program Bantuan Pangan Non Tunai (BPNT) dalam Mengatasi Pemenuhan Kebutuhan Dasar di Desa Ulantha Kecamatan Suwawa Kabupaten Bone Bolango dan (2) Faktor-Faktor yang Menentukan Keberhasilan Implementasi Program Bantuan Pangan Non Tunai (BPNT) dalam Mengatasi Pemenuhan Kebutuhan Dasar di Desa Ulantha Kecamatan Suwawa Kabupaten Bone Bolango, dilihat dari aspek Komunikasi, Sumberdaya, Disposisi dan Struktur Birokrasi. Metode Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, sedangkan teknik pengumpulan data yang digunakan adalah dengan observasi, wawancara dan dokumentasi.
Berdasarkan hasil penelitian diketahui bahwa (1) Proses Implementasi Program Bantuan Pangan Non Tunai (BPNT) dalam Mengatasi Pemenuhan Kebutuhan Dasar di Desa Ulantha Kecamatan Suwawa Kabupaten Bone Bolango meliputi aspek persiapan, sosialisasi dan edukasi, registrasi/distribusi KKS, penyaluran serta pemanfaatan sudah dilaksanakan dengan baik. Namun, terdapat masalah seperti dalam proses persiapan yaitu masih adanya ketidaktepatan sasaran dalam pemberian bantuan karena masih ada masyarakat yang tergolong mampu terdaftar dalam Keluarga Penerima Manfaat BPNT, kurangnya sosialisasi dan edukasi yang menyebabkan kurangnya pengetahuan masyarakat tentang program BPNT serta masih tidak konsistennya pemerintah dalam menyalurkan bantuan karena masih ada masyarakat yang menerima dana bantuan 2 sampai 3 bulan sekali. (2) Faktor-Faktor yang Menentukan Keberhasilan Implementasi Program Bantuan Pangan Non Tunai (BPNT) dalam Mengatasi Pemenuhan Kebutuhan Dasar di Desa Ulantha Kecamatan Suwawa Kabupaten Bone Bolango, dilihat dari aspek Komunikasi, Sumberdaya, Disposisi dan Struktur Birokrasi sudah dijalankan dengan baik, tetapi masih memiliki kendala yaitu masih kurangnya sosialisasi yang diberikan oleh pemerintah kepada masyarakat.

This study aims to determine (1) the Implementation of Non-Cash Food Assistance (BPNT) in Overcoming the Fulfillment of Basic Needs in Ulantha Village, Suwawa Subdistrict, Bone Bolango Regency and (2) Factors that Determine the Success of Implementation Non-Cash Food Assistance (BPNT) in Overcoming the Fulfillment of Basic Needs in Ulantha Village, Suwawa Subdistrict, Bone Bolango Regency. It is viewed from the aspects of Communication, Resources, Disposition, and Bureaucratic Structure. This research method uses a qualitative approach with qualitative descriptive research, while the data collection techniques used are observation, interviews, and documentation.
Based on the results of the research, it is found that (1) the process of implementing Non-Cash Food Assistance (BPNT) in Overcoming the Fulfillment of Basic Needs in Ulantha Village, Suwawa Sub-district, Bone Bolango Regency includes aspects of preparation, socialization and education, registration/distribution of Prosperous Family Card (KKS), along with the distribution and utilization, it has been carried out with good. However, there are problems such as in the preparation process: the inaccuracy of targets in providing assistance because there are still people who are classified as capable of being registered in Non-Cash Food Assistance (BPNT) of Beneficiary Families, lack of socialization and education which causes a lack of public knowledge about the Non-Cash Food Assistance (BPNT) program and the government is still inconsistent in distributing aid. It is because there are still people who receive aid funds every 2 to 3 months. (2) Factors that Determine the Success of the Implementation of Non-Cash Food Assistance (BPNT) in overcoming the fulfillment of basic needs in Ulantha Village, Suwawa Subdistrict, Bone Bolango Regency from the aspects of Communication, Resources, Disposition and Bureaucratic Structure have been implemented well. However, there is still a lack of socialization provided by the government to the community.
