Implementasi Kebijakan Program Rehabilitas Sosial Rumah Tidak Layak Huni (RS-RTLH) dalam Penanggulangan Kemiskinan di Desa Imana Kecamatan Atinggola Kabupaten Gorontalo Utara. Penelitian ini bertujuan untuk mengetahui (1) Implementasi Kebijakan Program Rehabilitas Sosial Rumah Tidak Layak Huni (RS-RTLH) dalam Penanggulangan Kemiskinan di Desa Imana Kecamatan Atinggola Kabupaten Gorontalo Utara. dan (2) Faktor yang menentukan Implementasi Kebijakan Program Rehabilitas Sosial Rumah Tidak Layak Huni (RS-RTLH) Dalam Penanggulangan Kemiskinan Di Desa Imana.
Pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, sedangkan teknik pengumpulan data yang digunakan adalah teknik wawancara, teknik observasi, dan teknik dokumenter. Hasil penelitian bahwa (1) Perencanaan dan Pelasanaan dan Evaluasi dalam Implementasi Kebijakan Program Rehabilitas Sosial Rumah Tidak Layak Huni (RS-RTLH) dalam Penanggulangan Kemiskinan di Desa Imana Kecamatan Atinggola Kabupaten Gorontalo Utara. Masih belum efektiv dikarenakan ada sebagian masyarakat yang belum memahami apa yang telah dijalankan dalam Kebijakan Program Rehabilitas Sosial Rumah Tidak Layak Huni (RS-RTLH) dalam Penanggulangan Kemiskinan di Desa Imana Kecamatan Atinggola Kabupaten Gorontalo Utara, hal ini karena kurangnya sosialisasi yang baik dari pemerintah sehingga membuat ada sebagian masyarakat yang acuh tak acuh dengan kebijkan yang telah dijalankan tersebut. Evaluasi masih belum selesai pembangunan program ini. (2) Faktor yang menentukan Implementasi Kebijakan Program Rehabilitas Sosial Rumah Tidak Layak Huni (RS-RTLH) Dalam Penanggulangan Kemiskinan Di Desa Imana Kecamatan Atinggola Kabupaten Gorontalo Utara. Peneliti menggunakan empat aspek yaitu. Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi. Dengan melihat hasil penelitian keempat aspek tersebut disimpulkan bahwa faktor-faktor tersebut sangat berpengaruh serta menentukan Implementasi Kebijakan Vaksinasi Covid-1 Implementasi Kebijakan Program Rehabilitas Sosial Rumah Tidak Layak Huni (RS-RTLH) dalam Penanggulangan Kemiskinan di Desa Imana Kecamatan Atinggola Kabupaten Gorontalo Utara Pada Masyarakat dan faktor-fator tersebut telah terlaksanan namun masih belum efektiv juga karena masalah yang ditemukan dilapangan adalah masih belum selesainya pembangunan program tersebut namun hal ini menjadi tanggungjawab pemerintah Desa Imona dan telah mereka janjikan untuk diselesaikan scepatnya.

This research aims at finding out (1) the implementation of RS-RTLH policy as a means to tackle poverty in Imana village, Atinggola district, Gorontalo Utara regency, and (2) factors determining the implementation of RS-RTLH policy as a means to tackle Poverty in Imana Village, Atinggola district, Gorontalo Utara Regency
This research uses a qualitative descriptive approach. Techniques of data collection are interview, observation, and documentation. Findings reveal that (1) the planning, implementation, and evaluation of RS-RTLH policy as a means to tackle poverty are still ineffective due to the lack of understanding of some local people towards the implementation of the policy. In addition, the absence of community outreach from the govemment has led some of the locals to be perfunctory towards the policy. The evaluation has not yet completed the development of this program. (2) Factors determining the implementation of RS RTLH policy as a means to tackle poverty are observed from the four aspects, namely communication, resources, disposition, and bureaucratic structure. Based on the observation of these four aspects, it can be concluded that these aspects exert a significant influence on the implementation of RS-RTLH policy to tackle poverty in Imana Village, Atinggola Subdistrict, Gorontalo Utara Regency. These aspects have already been implemented but have not run effectively. One of the causes is that the program development has not yet been completed, but as part of their responsibility, the local government has promised to finish the program at the earliest possible time.
