Abstrak

Penelitian ini bertujuan untuk mengetahui (1) Implementasi Kebijakan Pengelolaan Sampah Di Dinas Lingkungan Hidup Kota Gorontalo (Studi Kasus Kecamatan Kota Selatan) Dilihat dari aspek : Perencanaan,Pelaksanaan, Monitoring dan Evaluasi dan (2) Faktor yang Menentukan Keberhasilan dalam Implementasi Kebijakan Pengelolaan Sampah Di Dinas Lingkungan Hidup Kota Gorontalo (Studi Kasus Kecamatan Kota Selatan). Dilihat dari aspek : Tingkat kepatuhan, Kelancaran Rutinitas, dan Kinerja. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, sedangkan tehnik pengumpulan data yang digunakan adalah dengan wawancara, observasi lapangan, dan dokumentasi.
Berdasarkan hasil penelitian diketahui bahwa (1) Implementasi kebijakan pengelolaan sampah di Dinas Lingkungan Hidup Kota Gorontalo studi kasus Kecamatan Kota Selatan baik dalam tahap perencanaan, pelaksanaan, monitoring dan evaluasi sudah terlaksana. Pada tahap perencanaan sudah dilaksanakan sesuai dengan Peraturan Daerah No.12 tahun 2017 tentang pengelolaan sampah. Pada tahap pelaksanaan sudah dilaksanakan tetapi belum optimal karena masih ada kendala yang didapati dilapangan. Pada tahap monitoring oleh pihak Dinas Lingkungan sudah terlaksana akan tetapi belum maksimal karena pengawasannya hanya dilakukan beberapa kali dalam seminggu yang seharusnya dilakukan setiap hari. (2) Faktor-faktor yang menentukan keberhasilan pengelolaan sampah di Dinas Lingkungan Hidup Kota Gorontalo, yang meliputi : tingkat kepatuhan, rutinitas fungsi dan kinerja berdasarkan hasil penelitian secara keseluruhan faktor-faktor tersebut belum dilakukan dengan maksimal seperti kurangnya komunikasi, kurangnya sosialisasi dan perlunya peningkatan sarana dan prasarana. Sehingga dapat terpenuhi sesuai dengan harapan dari tujuan pengelolaan sampah itu sendiri. Dapat disimpulkan bahwa Implementasi Kebijakan Pengelolaan Sampah Di Dinas Lingkungan Hidup Kota Gorontalo (Studi Kasus Kecamatan Kota Selatan) sudah dilaksanakan dengan baik sesuai dengan peraturan daerah yang berlaku walaupun masih ada yang perlu dibenahi dan diperhatikan yakni dalam proses pelaksanaan pengelolaan sampah. Kemudian yang perlu ditingkatkan lagi yakni dari faktor Sarana dan Prasarana yang digunakan.

This study aims to determine (1) the Implementation of Waste Management Policy at the Environmental Services of Gorontalo City (Case Study in Kota Selatan Sub-district) viewed from the aspects of Planning, Implementation, Monitoring, and Evaluation and (2) factors that determine success in the implementation of Waste Management Policy at the Environmental Services of Gorontalo City (Case Study in Kota Selatan District) viewed from the aspects of Compliance Level, Routines Stability, and Performance. This research uses a qualitative approach with a qualitative descriptive research type, while the data collection techniques include interviews, field observations, and documentation.
Based on the research results, it was found that (1) the implementation of waste management policy at the Environmental Services of Gorontalo City, a case study in Kota Selatan Sub-district both in the planning, implementation, monitoring, and evaluation stages has been carried out. The planning stage has been implemented following Regional Regulation No. 12 of 2017 concerning waste management. The implementation stage has been implemented but has yet to be optimal due to obstacles found in the field. The monitoring stage by the Environmental Services has been implemented, but it is not optimal because the supervision is only carried out several times a week, which should be done every day. (2) Factors that determine the success of waste management at the Environmental Services of Gorontalo City include the level of compliance, function routines, and performance. Research results show that these factors have not been carried out optimally, such as lack of communication, socialization, and the need for facilities and infrastructure improvement. So that it can be fulfilled following the expectations of the waste management goals. It can be concluded that the implementation of the Waste Management Policy at the Environmental Services of Gorontalo City (Case Study at Kota Selatan Sub-district) has been carried out properly, following the applicable local regulations. However, some things need to be addressed and paid attention to, such as the process of implementing waste management. Furthermore, the facilities and infrastructure used still need to be improved.
