Program Studi S-1 Administrasi Publik, Jurusan Administrasi Publik, Fakultas Ilmu Sosial, Universitas Negeri Gorontalo. Pembimbing I Drs. Rusli Isa, M.Si, dan Pembimbing II Romy Tantu, S.Sos., M.Si.
Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan bagaimana implementasi kebijakan dan faktor yang menentukan Implementasi Kebijakam Program Kampung Keluarga Berencana. Penelitian ini menggunakan metode pendekatan kualitatif dengan tipe penelitian deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah dengan studi kepustakaan dan studi lapangan (observasi, wawancara dan dokumentasi).
Berdasarkan hasil penelitian menujukan bahwa implementasi kebijakan program kampung keluarga berencana (KB) di desa dutohe secara umum telah dilakukan dengan baik, hanya saja masih ada beberapa kendala seperti kurang memadainya sarana dan prasaran, serta kualitas SDM penyuluh maupun kader kampung KB yang perlu di tingkatkan dan diperbaiki. Dilihat dari faktor-faktor yang menentukan Implementasi Kebijakam Program Kampung KB, kepatuhan terhadap aturan/pedoman telah dilaksanakan dengan baik oleh aparatur, tetapi untuk dampak dari program kampung KB sendiri belum terlihat perubahan besar dari program ini.

This study aims to determine and describe the implementation of policies and the factors that determine the implementation of the Family Planning Village Program Policy. This research uses a qualitative approach with qualitative descriptive analysis. Data collection techniques are literature research and field studies (observations, interviews, and documentation).
The results show that the implementation of the Family Planing (KB) Village Progam Policy in Dutohe Village has generally been carried out well. However, some obstacles such as inadequate facilities and infrastructure, the quality of human resources for extension workers, and village family planning cadres need to be improved and regenerated. Viewed from the factors that determine the implementation of the KB Village Program Policy, compliance with the rules/guidelines has been well implemented by the apparatus, but the impact of the KB village program has not seen any significant changes from this program.
