Manajemen Pelayanan Berbasis Sistem Online Single Submission (OSS) Dalam Meningkatkan Pelayanan Perizinan Di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Bone Bolango. Skripsi Program S1 Administrasi Publik, Universitas Negeri Gorontalo dengan pembimbing I Dr. Sri Yulianty Mozin, ST, MPA dan dosen pembimbing II Dr. Fenti Prihatini Tui, S.Pd, M.Si.
Tujuan dari Penelitian Untuk mengetahui 1) Manajemen Pelayanan Berbasis Sistem Online Single Submission dalam Meningkatkan Pelayanan Perizinan di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Bone Bolango. 2) Untuk Mengetahui Faktor Penentu Pelayanan Perizinan Di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Kabupaten Bone Bolango, dilihat dari aspek Kesadaran Aparatur, Aturan Pelayanan, Organisasi, Kemampuan-Keterampilan, Faktor Sarana Pelayanan. Metode Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, sedangkan teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi.
Berdasarkan hasil penelitian yang dianalisa di lapangan bahwa (1) Manajemen Pelayanan Berbasis Sistem Online Single Submission Dalam Meningkatkan Pelayanan Perizinan Di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Bone Bolango meliputi aspek perencanaan, pengorganisasian, penggerakkan, dan pengawasan sudah dilaksanakan sesuai dengan Peraturan Pemerintah Nomor 6 Tahun 2021, namun terdapat kendala dalam kuantitas dan kualitas SDM yang melaksanakan perizinan berusaha dengan Sistem OSS. (2) Faktor-Faktor yang Menentukan Keberhasilan Manajemen Pelayanan Berbasis Online Single Submission di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Kabupaten Bone Bolango, dilihat dari aspek kesadaran aparatur, aturan pelayanan, organisasi, kemampuan atau skill, dan sarana pelayanan sudah dilaksanakan dengan baik, namun masih terdapat masalah pada kurangnya komimen pegawai dalam memberikan pelayanan serta kurangnya kemampuan masyarakat pelaku usaha dalam menjalankan sistem OSS.

ABSTRACT

Service Management Based on the Online Single Submission (OSS) System in Improving Licensing Services at the One-Stop Integrated Service and Investment Service (DPMPTSP) of Bone Bolango Regency. MPA, and the co-supervisor is Dr. Fenti Prihatini Tui, S.Pd., M.Si.
This study aims to find out 1) the service management based on the online single submission system in improving lincesing service at the One-Stop Integrated Service and Investment Service (DPMPTSP) of Bone Bolango Regency, 2) the determinants of licensing services at the One Stop Integrated Service and Investment Service (DPMPTSP) of Bone Bolango Regency from the aspect of employee awareness, service rulese, organization, abilities/skills, and service facilities. This research applied a qualitative approach with the type of qualitative descriptive research. Research data were collected through observation, interviews, and documentation.
The results showed that 1) the service management based on the online single submission system in improving licensing services at the One-Stop Integrated Service and Investment Service (DPMPTSP) of Bone Bolango Regency covering aspects of planning, organizing, mobilizing, and supervising have been carried out in accordance with Government Regulation Number 6 of 2021. However, there are challenges in the quantity and quality of human resources that manage the licensing with the OSS system. 2) the determinant factors of a successful online single submission-based service management at the One-Stop Integrated Service and Investment Service (DPMPTSP) of Bone Bolango Regency from the aspect of employee awareness, service rules, organization, abilities/skills, and service facilities have been implemented properly. However, there are still problems with the kack of awareness of empployess in providing services and the lack of ability oh the business community to run the OSS system
