PRAILLA LIBRIANA KARAUWAN. 941418056. 2021. PENGARUH IMPLEMENTASI KEBIJAKAN KB VASEKTOMI TERHADAP PARTISIPASI MASYARAKAT DI KECAMATAN KOTA SELATAN KOTA GORONTALO. Skripsi Program S1 Administrasi Publik, Fakultas Ilmu Sosial. Universitas Negeri Gorontalo, dibawah bimbingan Bapak Dr. Ismet Sulila, SE., M.Si dan Bapak Drs. Rusli Isa, M.Si.
Penelitian ini bertujuan untuk mengetahui pengaruh implementasi kebijakan KB vasektomi terhadap partisipasi masyarakat di Kecamatan Kota Selatan Kota Gorontalo. Pendekatan penelitian yang digunakan pada penelitian ini adalah kuantitatif dengan metode penelitian expost facto. Sampel pada penelitian ini berjumlah 40 orang. Jenis data dalam penelitian ini adalah primer. Teknik pengumpulan data dilakukan dengan cara melakukan penyebaran angket kepada masyarakat. Teknik analisis data yang digunakan adalah regresi linear sederhana.
Hasil penelitian ini menunjukkan bahwa implementasi kebijakan KB vasektomi berpengaruh positif dan signifikan terhadap partisipasi masyarakat di Kecamatan Kota Selatan Kota Gorontalo. Nilai R Square adalah sebesar 0.467 yang menunjukkan bahwa sebesar 46.7% variabilitas partisipasi masyarakat di kecamatan kota selatan kota gorontalo dapat dijelaskan oleh implementasi masyarakat, sedangkan sisanya sebesar 53.3% dipengaruhi oleh variabel lain yang tidak diteliti dalam penelitan ini.
Pengaruh positif dari implementasi kebijakan terhadap partisipasi masyarakat mengandung makna bahwa partisipasi masyarakat yang tinggi akan berdampak pada keberhasilan implementasi kebijakan yang ada. Penelitian ini juga menyarankan kepada pihak yang bertugas mengurusi masyarakat yang akan mengikuti program KB khususnya KB vasektomi perlu ditingkatkan lagi dalam implementasi kebijakan melalui sosialisasi-sosialisasi yang dilakukan. Kemudian untuk dinas yang terkait khususnya Dinas Pengendalian Penduduk, Keluarga Berencana, dan Pemberdayaan Perempuan dan Perlindungan Anak Kota Gorontalo agar bisa meningkatkan kerja samanya dengan masyarakat setempat dalam upaya mewujudkan implementasi kebijakan KB vasektomi yang berhasil dan berdampak lebih baik lagi dari sebelumnya.

This study aims to find out the effect of family planning policy implementation of vasectomy on community participation in Kota Selatan District, Gorontalo City. The research employs a quantitative approach with an ex post facto research method. Total of samples is 40 people. The type of data is primary data. Technique of data collection is through questionnaire distribution to the community. Technique of data analysis applies simple linear regression.
Findings reveal that the family planning policy implemnetation of vasectomy exerts a positive and significant effect of community participation in Kota Selatan District, Gorontalo City. The value of R Square is 0.467, whch indictes that 46,7% of the variability of community participation in this area can be explained by community implementation, whereas are the remaining 53.3% is affected by other variables that are not examined in this research.
The positive effect of policy implementation on community participation implies that high community participation will impact the successful implementation of the existing policy. This research suggest that are parties facilitating the community participation in the family palnning program, especially vasectomy, should further improve the policy implementation through outreach activies. Furthermore, the related agencies, particularly the Office of Population Control, Family Planning, and women's Empowerment, and Child Protection in Gorontalo City, should increase their cooperation with the local community as a means to realize the family planning policy implementation of vasectomy successfully and give better impact in the future.
