Abstrak

Reza Kurniawan Nusi. 941418057. 2022. Implementasi Kebijakan Penanganan Anak Putus Sekolah Pada Program Paket B di Satuan Pendidikan Nonformal (SPNF) Sanggar Kegiatan Belajar (SKB) Kota Gorontalo. Penelitian ini bertujuan untuk mengetahui (1) Bagaimana Implementasi Kebijakan Penanganan Anak Putus Sekolah Pada Program Paket B di Satuan Pendidikan Nonformal (SPNF) Sanggar Kegiatan Belajar (SKB) Kota Gorontalo, dilihat dari aspek (a) Perencanaan proses pembelajaran, (b) Pelaksnaan proses pembelajaran, (c) Penilaian hasil pembelajaran, (d) Pengawasan proses pembelajaran. Dan (2) faktor-faktor yang menentukan keberhasilan implementasi kebijakan penanganan anak putus sekolah pada program paket B di Satuan Pendidikan Nonformal (SPNF) Sanggar Kegiatan Belajar (SKB) Kota Gorontalo, dilihat dari aspek (a) Organisasi, (b) Interpretasi dan (c) Aplikasi. Metode penelitian ini menggunakan pendekatan penelitian deskriptif, dengan analisis kualitatif. Teknik prosedur pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Teknik analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan.
Berdasarkan hasil penelitian dilapangan bahwa proses implementasi kebijakan penanganan anak putus sekolah pada program paket B di Satuan Pendidikan Nonformal (SPNF) Sanggar Kegiatan Belajar (SKB) Kota Gorontalo telah diimplementasikan sesuai dengan Peraturan Menteri Pendidikan Nasional (PERMENDIKNAS) Nomor 3 Tahun 2008 tentang standar proses pendidikan kesetaraan program paket A, B dan C. Dari proses perencaanaan pembelajaran, pelaksanaan proses pembelajaran, penilaian hasil pembelajaran dan pengawasan proses pembelajaran. Untuk faktor-faktor yang menentukan keberhasilan implementasi kebijakan penanganan anak putus sekolah pada program paket B di Satuan Pendidikan Nonformal (SPNF) Sanggar Kegiatan Belajar (SKB) Kota Gorontalo dapat ditingkatkan dengan adanya organisasi, interpretasi dan aplikasi.
Dapat di simpulkan bahwa implementasi kebijakan penanganan anak putus sekolah pada program paket B di Satuan Pendidikan Nonformal (SPNF) Sanggar Kegiatan Belajar (SKB) Kota Gorontalo suda dilaksnakan sesuai dengan peraturan yang berlaku. Walaupun masih ada yang perlu dibenahi dan diperhatikan kembali yaitu pada pelaksanaan proses pembelajaran. Kemudian yang perlu ditingkatkan lagi yakni dari faktor interpretasi aparat dalam melakukan pelaksanaan proses pembelajaran.

The implementation of the policy for Handing School Dropout Children in the Package B Program in the Learning Activity Center (SKB) Non-formal Education Unit (SPNF) in Gorontalo City Departemen of Public Administration, faculty of Social Science, Universitas Negeri Gorontalo. This study aims to find out (1) how is the Implementation of the Policy for Handling Dropout Children in the Package B Program in the Learning Activity Center (SKB) Non-Formal Education Unit (SPNF) in Gorontalo City, seen from the aspects of (a) Planning of the learning process, (b) implementing the process learning, (c) Assessment of learning outcomes, (d) Supervision of the learning process. And (2) the factors that determine the sucessfull implemntation of the policy for Handling dropout children in the package B program in the Learning Activity Center (SKB) Non-Formal Education Unit (SPNF) Gorontalo City, seen from the aspects of (a) Organization, (b) Interpetation and (c) Aplication. This research uses descriptive approach with qualitative analysis. Data collection procedures are carried out through observation, interviews, and documentation. Data analysis techniques include data reduction, data presentation, and writing conclusion.
The research results showed that the process of implementing the policy for handling dropout children in the package B program in the Learning Activity Center (SKB) Non-Formal Education Unit (SPNF) in Gorontalo City had been implemented following the Regulation of the Minister of National Education (PERMENDIKNAS) Number 3 of 2008 concerning educational process standards equality of program packages A, B, and C. This is seen in planning, implementing, asessing learning outcomes, and monitoring the learning process. The factors determining the success of implementing policies for handling school dropouts in the package B program at the Leraning Activity Center (SKB) Non-Formal Education Unit (SPNF) in Gorontalo City can be improved with organization, interpretation, and application.
It can be conclude taht implementing the policy for handling school dropouts in the package B program at the Learning Activity Center (SKB) Non-Formal Education Unit (SPNF) in Gorontalo City has been carried out following applicable regulations. Although there are still needs to be addressed and paid attention to, namely in the implementation factor of the apparatus in carrying out the learning process.
