Abstrak

Penelitian ini bertujuan untuk mengetahui (1) bagaimana tahapan implementasi kebijakan pemungutan retribusi parkir di Kabupaten Gorontalo. (2) Faktor. Faktor yang menentukan keberhasilan implementasi kebijakan pemungutan retribusi parkir di Kabupaten Gorontalo. pendekatan yang digunakan yakni kualitatif dengan jenis deskriptif. Pengumpulan data menggunakan wawancara, observasi dan dokumentasi.Teknik analisis data melalui reduksi data, penyajian data dan penarikan kesimpulan.
Hasil penelitian menunjunkan dalam tahapan implementasi kebijakan pemungutan retribusi parkir di Kabupaten Gorontalo yang mengacu pada peraturan daerah nomor 13 tahun 2018, dimana terdapat tiga tahapan yang dilakukan yakni data objek dan subjek retribusi, penentuan besarnya retribusi dan penagihan wajib retribusi. Pada tahapan objek dan subjek retribusi sudah dilaksanakan sesuai dengan objek dan subjek yang telah ditetapkan.Selanjutnya pada tahapan penentuan besarnya retribusi sudah ditentukan sesuai dengan peraturan daerah yang telah ditetapkan. Pada tahap terakhir penagihan wajib retribusi sudah dilaksanakan sesuai dengan peraturan daerah, namun masih terjadi ketimpangan, hal ini dilihat dari masih ada tukang parkir yang melakukan pemungutan tidak sesuai dengan ketentuan perda, tidak menggunakan karcis dan tidak memakai atribut yang telah diberikan oleh Dinas Perhubunngan Kabupaten Gorontalo. Faktor-faktor yang menentukan keberhasilan implementasi pemungutan retribusi parkir di Kabupaten Gorontalo yang mengacu pada teori menurut Van Metter dan Van Horn ada tiga faktor yang menentukan, pertama standar dan sasaran kebijakan sudah dijalankan sesuai dengan Standar operasional prosedur yang mengacu pada pegawai Dinas Perhubungan dan tukang parkir. Faktor yang kedua sumber daya sudah baik hal ini dilihat dari kompetensi pegawai maupun tukang parkir. Faktor yang terakhir disposisi implementor pihak Dinas Perhubungan maupun tukang parkir sudah memberikan pelayanan yang baik maupun ramah kepada masyarakat hal ini dilihat dari respon informan masyarakat.

This research aimed to determine (1) the stages of implementing the parking levy collection policy in Gorontalo Regency and (2) factos determining the successful implementation of parking levy with collection policy in Gorontalo Regency. The approach used was qualitative with descriptive type. The data were collected though interview, observation, and documentation while the data analysis applied data reduction, data display, and conclusion drawing.
The research findings indicated that in compliance with Regional Regulation Number 13 of 2018, there were three stages of implementing parking levy collection policy in Gorontalo Regency. The stages included data on the object and subject off retribution determination of levy amount, and mandatory collection of levy. In the meantime, the stage of object and subject of levy has been carried out in accordance with the ones that have been determined, the stage of determining levy amount has been determined in accordance with the predetermined ragional regulation, and the last stage which was the collection of mandatory levy has been carried out in accordance with the ragional regulation, yet there was still inequality. The inequality was observable from the presence of parking arrendants who did not collect according to regional regulation, did not use tickets and did not use attributes that the Transportation Agency of Gorontalo Regency has provided. Meanwhile, according to Van Metter and Van Horn theories, three factors determined the successful implementation of parking levy collection in Gorontalo Regency. The first factor was the standard and target of policy which had been cerried out in accordance with the SOP referring to the Transportation Agency and the parking attendants. The second factor was that resources had been good and ere noticeable from the competence of employees and parking attendants. The third factor was the disposition of the implementer or the Transportation Agency and parking attendants who have provided good and friendly service to the community. It was noticeable from the community responses as informants.
