Rosman Ilato, M.Pd dan pembimbing II Dr. Rustam Tohopi, S.Pd, M.Si.
Tujuan pelaksanaan penelitian ini adalah untuk mengetahui dan mendeskripsikan 1.Implementasi kebijakan absensi elektronik sidik jari (finger print) di Kantor Wilayah Kementrian Agama Provinsi Gorontalo, yang dikaji dari: 1) perencanaan, 2) pelaksanaan dan 3) evaluasi. 2. Faktor-faktor yang menentukan keberhasilan implementasi kebijakan absensi elektronik sidik jari (finger print) di Kantor Wilayah Kementrian Agama Provinsi Gorontalo, yang dikaji dari: 1) kepatuhan aparatur, 2) kelancaran tidak adanya persoalan dan 3) kinerja yang memuaskan.Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif.Informan penelitian berjumlah 15 (lima belas) orang. Pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi.Teknik analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan.
Sebagai kesimpulan dari penelitian ini adalah Implementasi Kebijakan Absensi Elektronik Sidik Jari (Finger Print) Di Kantor Wilayah Kementrian Agama Provinsi Gorontalo, yang hal tersebut dilihat dari: a) perencanaan b) pelaksanaan c) evaluasi sudah dilaksanakan sesuai dengan ketentuan Peraturan Menteri Agama (PMA) No. 28 tahun 2013 tentang disiplin kehadiran pegawai negeri sipil di lingkungan kementrian agama. 2. Faktor-faktor yang menentukan keberhasilan implementasi kebijakan absensi elektronik sidik jari (finger print) di Kantor Wilayah Kementrian Agama Provinsi Gorontalo sudah dilaksanakan dengan baik serta sesuai dengan prosedur yang berlaku. Hal tersebut dapat dilihat dari: a) kepatuhan aparatur sudah dikatakan baik, namun masih ada yang perlu ditingkatkan karena masih ada pegawai yang mendapatkan sanksi. b) kelancaran tidak adanya persoalan terkait finger print di Kantor Wilayah Kementrian Agama Provinsi Gorontalo sudah berjalan dengan baik namun pernah terjadi kendala seperti mesin yang tiba-tiba eror. c) kineja yang memuaskan, semenjak diterapkan absensi elektronik sidik jari (finger print) pegawai menjadi lebih disiplin terhadap waktu dan bisa menjalankan kerja, tugas dan kewajibannya dengan baik sesuai dengan apa yang telah ditetapkan.

This study aims to find out and describe 1. The implementaton of the fingerprint electronic attendance policy at the Regional Office of the Ministry of Religious Affairs of Gorontalo Province are assesed from: 1) apparatus compliance, 2) the regularity with no problems, and 3) satisfactory performance. This study uses a qualitative approach with a descriptive method. Research inrormants amounted to 15 (fifeteen) people. The data are collected through observation, interviews, and documentation. Data analysis techniques consist of data reduction, data presentation, and concluding.
It is concluded that the implementation of the Fingerprint Electonic Attendance Policy at the Rgional Office of the Ministry of Religious Affairs of Gorontalo Province can be seen from: a) planing b) implementation c) evaluation which has been carried out following the provisions of the Regulation of the Minister of Religious Affairs (PMA) No. 28 of 2013 concerning the discipline of the presence of civil servants in the Ministry of Religious Affairs. 2. The factors that determine the success of implementing the fingerprint electronic attendance policy at the Regional Office of the Ministry of Religious Affairs of the Gorontalo Province have been carried out properly and following applicable procedures This is confirmed from: a) apparatus compliance is considered excellent. However, some things need to be improved due to a few employees who are still receiving sanctions. b) the regularity with no problems related to fingerprints at the Regional Office of the Ministry of Religious affairs of the Gorontalo Province has been running well. Still, there have been problems, such as a machine that suddenly goes wrong. c) satisfactory performance, since the fingerprint electronic attendance has been implemented, employees have become more disciplined to time and can carry out their work, duties, and obligations properly following what has been determined.
