Riska Fuspita Yusuf, 941418086. 2022. Implementasi Kebijakan Education Management Information System (EMIS) Dalam Pengambilan Keputusan di Pondok Pesantren Al-Huda Kota Gorontalo. Program S1 Administrasi Publik, Jurusan Administrasi Publik, Fakultas Ilmu Sosial, Universitas Negeri Gorontalo dengan pembimbing I Dr. H. Rosman Ilato, M Pd dan Pembimbing II Dr. Rustam Tohopi, S Pd, M Si.
Tujuan pelaksanaan penelitian ini adalah untuk mengetahui dan mendeskripsikan 1) Implementasi Kebijakan Education Management Information System (EMIS) Dalam Pengambilan Keputusan di Pondok Pesantren Al-Huda Kota Gorontalo, dilihat dari aspek (a) Perencanaan, (b) Pelaksanaan, (c) Evaluasi. 2) Faktor-faktor yang menentukan keberhasilan Kebijakan Education Management Information System (EMIS) Dalam Pengambilan Keputusan di Pondok Pesantren Al-Huda Kota Gorontalo, dilihat dari aspek (a) Standard dan sasaran kebijakan/ukuran dan tujuan kebijakan, (b) Sumber daya, (c) Karakteristik organisasi pelaksana. Penelitian ini menggunakan pendekatan kualitatif dengan metode kualitatif deskriptif. Informan penelitian 15 (lima belas) orang. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi.Teknik analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan.
Sebagai kesimpulan dari penelitian ini adalah 1.Implementasi Kebijakan Education Management Information System (EMIS) Dalam Pengambilan Keputusan di Pondok Pesantren Al-Huda Kota Gorontalo telah dilaksanakan sesuai Keputusan Direktur Jenderal Pendidikan Islam Nomor 5974 Tahun 2019 yang hal tersebut dilihat dari: 1) Perencanaan, dilakukan sebelum masuk tahun ajaran baru. 2) Pelaksanaan, sesuai dengan tahapan SOP yang ada pada Pondok Pesantren. 3) Evaluausi, dilakukan pada awal masuk kalender ajaran baru atau setahun dua kali juga sebagai awal dari perencanaan. 2. Faktor penentu berhasilnya Implementasi Kebijakan Education Management Information System (EMIS) Dalam Pengambilan Keputusan di Pondok Pesantren Al-Huda Kota Gorontalo. hal tersebut dilihat dari: 1) Standar dan sasaran kebijakan/ukuran dan tujuan kebijakan, dalam pengambilan keputusan berdasar pada data EMIS. 2) Sumber daya, penentu keberhasilan EMIS adalah operator. 3) Karakteristik pelaksana organisasi, yakni kerja sama yang baik dan semangat operator .

The research aims to find out and describe 1) the implementation of education management information system (EMIS) policy in decision making at Al-Huda Islamic Boarding School, Gorontalo City, reviewed from the aspects of (a) Planning, (b) Implementation, and (c) Evaluation. 2) The determinants in the success of the education management information system (EMIS) policy in decision making at Al Huda Islamic Boarding School Gorontalo City are reviewed from the aspects of (a) Policy standards and objectives/policy measures and objectives, (b) Resources, (c) Characteristics of implementing organizations. Moreover, this research employs a qualitative approach with descriptive qualitative methods, in which the informants are 15 (fifteen) people. Besides, the data were collected through observation, interviews, and documentation, and the data analysis technique is done by data reduction, data display, and drawing conclusions. The conclusions of this research are (1) the implementation of the education management information system (EMIS) policy in decision making at Al-Huda Islamic Boarding School Gorontalo City has been carried out under the Decree of the Director General of Islamic Education Number 5974 of 2019. This can be observable from: 1) Planning, it is conducted before the new academic year begin. 2) Implementation, it has been in accordance with the existing standard operating procedures stages at the Islamic Boarding School. 3) Evaluation, it has been carried out at the beginning of entering the new academic year or twice a year as well as at the beginning of planning. 2. The determinants of the successful implementation of the education management information system (EMIS) policy in decision making at Al-Huda Islamic Boarding School, Gorontalo City, can be perceptible from: 1) the policy standards and objectives/policy measures and objectives in decision making is based on EMIS data. 2) Resources, the determinant of EMIS success is the operator. 3) Characteristics of implementing organizations, namely good cooperation and the spirit of the operator.
