ANDREANI ABUBAKAR. 941418103, 2022. IMPLEMENTASI KEBIJAKAN PERIZINAN BERBASIS ONLINE OSS (ONLINE SINGLE SUBMISSION) DI KANTOR DINAS PENANAMAN MODAL, ESDM DAN TRANSMIGRASI PROVINSI GORONTALO. Skripsi Program S1 Administrasi Publik, Jurusan Administrasi Publik, Fakultas Ilmu Sosial, Universitas Negeri Gorontalo dengan pembimbing I Dr. H, Zuchri Abdussamad, S.I.K, M.Si dan pembimbing II Dr. Irawaty Igirisa, S.Pd, M.Si.
Tujuan pelaksanaan penelitian ini untuk mengetahui 1.Implementasi Kebijakan Perizinan berbasi Online OSS (Online Single Submission) di Kantor Dinas Penanaman Modal, ESDM dan Transmigrasi Provinsi Gorontalo. Dilihat dari aspek: Perencanaan, Pelaksanaan dan Evaluasi. 2.Faktor-faktor yang menentukan Implementasi Kebijakan Perizinan berbasi Online OSS (Online Single Submission) di Kantor Dinas Penanaman Modal, ESDM dan Transmigrasi Provinsi Gorontalo. Dilihat dari aspek: Organisasi, Interpretasi/Pemahaman dan Penerapan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Informan penelitian berjumlah 8 (delapan) orang yang terdiri dari kepala bidang perizinan, pegawai bidang perizinan dan masyarakat. Pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Teknik analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan.
Hasil dari Penelitian menunjukan bahwa 1.Implementasi kebijakan perizinan berbasis online OSS (One Single Submission) Di Kantor Dinas Penanaman Modal, ESDM dan Transmigrasi Provinsi Gorontalo sudah berjalan dengan maksimal. Dari aspek Perencanaan dan evaluasi yang terus menerus secara berkala dilakukan oleh pemerintah pusat kepada pemerintah daerah dan pegawai menjadi salah satu tolak ukur implementasi berjalan dengan lancar. Tapi aspek pelaksanaannya perlu adanya pemahaman dan sosialisasi yang lebih mendalam kepada masyarakat untuk meningkatkan efektivitas pelayanan dan efesiensi implementasi dari OSS.
2. Faktor-faktor yang menentukan kerberhasilan Implementasi Kebijakan Perizinan Berbasis Online OSS (Online Single Submission) dikantor Dinas Penanaman Modal, ESDM dan Transmigrasi Provinsi Gorontalo ditinjau dari 3 (tiga) aspek yaitu organisasi, interpretasi dan penerapan dinilai berhasil dalam mengembangkan kebijakan sudah dilaksanakan dengan baik seperti adanya pelatihan dan tata cara melayani, update dan memahami regulasi yang ada.

This research aimed to determine 1. implementation of online oss (online single submission) based licensing policy at the department of investment, energy and mineral resources, and transmigration of gorontalo province, judging from the aspects of planning, implementation and evaluation. 2. factors determining the implementation of online oss (online single submission) based licensing policy at the departement of investment, energy and mineral resource, adn transmigration of gorontalo province, judging from the aspect of organization, interpretation/understanding, and application. this reserach used a qualitative approach with a descriptive method. this research had 8 (eight) infromants consiting of the head of the licensing sector, licensing staff, and the public. data were collected through observation, interviews, and documentation. data were analyzed using data reduction, data presentation, and conclusion drawing.
The result showed that the implementation of online oss (online single submission) based licensing policy at the department of investment, energy and mineral resources, and transmigration of gorontalo province runs optimally. in terms of the aspect of planning and evaluation which is continuously carried out periodcally by the central government to local governments and employees is decided to become one of the benchmarks for a smooth implementation, however, the implementation aspect requires a deeper understanding and socialization with the community to improve service effectiveness and implementation efficiency of OSS.
2. The factors that determine the successful implementation of the online oss (online single submission) based licensing policy at the department of investment, energy, and mineral resources, and transmigration of gorontalo province in terms of 3 (three) aspects, namely organization, interpretation and implementation are considered, seccessful in implementing policy development with training and service procedures, updating and understanding the existing regulations.
