Dinas Kependudukan dan Catatan Sipil Kota Gorontalo sebelumnya telah memiliki sebuah Sistem Informasi Administrasi Kependudukan (SIAK). Namun sistem tersebut hanya bisa diakses oleh petugas pemegang siak sehingga untuk pengurusan pendaftaran masyarakat harus melewati beberapa pihak terkait dan sulitnya petugas melihat daerah mana yang belum memiliki dokumen kependudukan. Aplikasi dokumen kependudukan berbasis webgis hadir sebagai solusi untuk menjawab permasalahan pada registrasi pendaftaran, karena dengan aplikasi ini masyarakat lebih mudah untuk pengurusan dokumen kependudukan, dan untuk petugas tidak lagi kesulitan dalam pencapaian target. Dalam penelitian ini menggunakan metode waterfall untuk pengembangan sistem. Hasil penelitian menunjukkan bahwa aplikasi dokumen kependudukan bisa dipakai kapanpun dan dimanapun masyarakat berada dengan adanya jaringan internet.

Department of Residence and Civil Registry Gorontalo previously had a Residence Administration Information System (SIAK). However, the system can only be accessed by a holder officer of SIAK so that for the registration of the community must pass some related parties and the difficulty of the officer to see which areas do not have residence documents. Application of residence document webgis-based present as a solution to answer the problem on registration, because with this application the community is easier for the processing of residence documents, and for officers no longer difficulty in achieving the target. This research used waterfall method in order to develop the system. Research result shows that the application of residence document can be used anytime and anywhere by the community with the internet network.
