Abstract

Upaya Kesehatan Jiwa adalah setiap kegiatan untuk mewujudkan derajat kesehatan yang optimal bagi seluruh individu, keluarga dan masyarakat dengan pendekatan promotif, prefentif, kuratif dan rehabilitatif yang diselenggarakan secara menyeluruh, terpadu dan berkesinambungan oleh pemerintah pusat, pemerintah daerah dan masyarakat.
Metode penelitian ini adalah deskriptif. Subyek penelitian adalah petugas kesehatan yang terlibat dalam program upaya kesehatan jiwa di Puskesmas yang berjumlah 20 orang dari 10 Puskesmas se-Kota Gorontalo.
Hasil penelitian untuk komponen input, process dan output sudah baik dengan skor aspek Sumber Daya Manusia (70%), aspek sarana prasarana (75%), aspek perencanaan (90%), aspek pelaksanaan (100%), aspek cakupan program (90%). Namun dari kelima aspek tersebut jika dibandingkan dengan data yang diperoleh dari Dinas Kesehatan Kota Gorontalo yang dilihat dari total jumlah sasaran dan capaian penderita ODGJ di Kota Gorontalo belum mencapai target 100%.
Simpulan penelitian berdasarkan jumlah Prevalensi gangguan jiwa di Puskesmas hanya terdapat 3 puskesmas yang jumlah capaiannya meningkat bahkan sudah belebihi target. Sedangkan 7 Puskesmas tidak mengalami peningkatan jumlah target bahkan mengalami penurunan jumlah capaian. Diharapkan bagi Dinas Kesehatan Kota Gorontalo untuk dapat memberikan pelatihan yang berkelanjutan terkait upaya kesehatan jiwa baik kepada petugas Puskesmas maupun kader.

Mental health effort is all types of activity to achive an optimum health degree for all individuals, family, and community through promotive, preventive, curative, and rehabilitative approaches held by the central government, local government, and community comprehensively integrated and continuously.
This research applied a descriptive method in wich its subjects were 20 health workers who involved in mental health effort program at 10 Puskesmas (Public Health Center) throughout Gorontalo City.
Finding of research for elements of input, process, and output has been good with score for aspect of Human Resource was 70%, facility and infrastructure was 75%, planning was 90%, implementation was 100%, and program coverage was 90%. However, the previous five aspects were not achieved yet if being compared to data obtained from Health Agency of Gorontalo City based on total of target and outcome of People with Mental Disorders in Gorontalo City.
In brief, based on the total prevalence of mental disorder at Puskesmas, there were only 3 Puskesmas with an increase of outcome, which exceeded the target. Meanwhile, 7 Puskesmas did not record any increase in total target, and even they had a decrease in total of outcome. It is expected that the Health Agency of Gorontalo City to be able to provide sustainable training related to mental health effort whether for Puskesmas officer of cadre.
