Abstract
Amin Van Gobel, 811417038. 2021. Implementasi Bantuan Oprasional Kesehatan (BOK) dalam Upaya Peningkatan Kesehatan Ibu dan Anak (KIA) di Puskesmas Bulango Timur Kabupaten Bone Bolango. Bantuan oprasional kesehatan merupakan biaya operasional yang dikhususkan untuk membantu puskesmas. Rumusan masalah â�Å"bagaimana implementasi bantuan oprasional kesehatan (BOK) terhadap upaya peningkatan kesehatan ibu dan anak (KIA) di Puskesmas Bulango Timur?�Tujuan penelitian untuk mengetahui implementasi bantuan oprasional kesehatan, komponen komunikasi, sumberdaya, disposisi, struktur birokrasi.
Jenis penelitian deskriptif dengan pendekatan kualitatif. Informan penelitian terdiri dari 3 orang informan kunci dan 5 orang informan Pendukung.dan 4 orang informan biasa Penelitian ini dilaksanakan di Puskesmas Bulango timur.
Hasil penelitian kegiatan implementasi bantuan oprasional kesehatan dalam upaya peningkatan kesehatan ibu dan anak di Puskesmas Bulango Timur, berdasarkan kegiatannya yaitu perencanaan pelaksanaan, pencatatan dan pelaporan sudah disesuiakan dengan juknis dan hambatan yang dihadapi implementor adalah pada pelaksanaanya yaitu keterlambatan programer dalam pembuatan SPJ dan kurang koopratifnya sasaran KIA. Komponen komunikasi dinilai belum optimal hal ini dikarenakan masih ada beberapa informan sebagai implementor belum memahami tentang tujuan dari BOK itu sendiri. Komponen sumber daya belum optimal dari segi sarana prasarana yang menunjang kegiatan KIA masih menjadi salah satu penghambat dalam melaksanakan kegiatan. Berdasarkan penilaian komponen Disposisi dan Struktur Birokrasi dipuskesmas Bulango Timur dinilai sudah sesuai dan memenuhi dalam pengimplementasian.
Saran diharapkan dinas kesehatan terkait dapat memberikan pelatihan yang berkelanjutan terkait program bantuan oprasional kesehatan terhadap seluruh stekholder dalam puskesmas yang menjalankan kebijakan bantuan oprasional kesehatan terutama dalam upaya peningkatan kesehatan ibu dan anak.

Health Operational Assistance (HOS) is an operational cost implemented to support public health centers. The objective of this study is to find out the implementation of Health Operational Assistance (HOS) in efforts to improve Maternal and Child Health (MCH) at Bulango Timur Public Health Center. This study aims to determine the' relationship between communication, resources, disposition, and bureaueratie structure with the implementation of Health Operational Assistance (HOS) in improving maternal and child health.
This type of study was deseriptive research with a qualitative approach. The research informants consisted of 3 key informants, 5 supporting informants, and 4 regular informants. This research was conducted at Bulango Timur Public Health Center.
The results revealed that the implementation of operational health assistance to improve maternal and child health at Bulango Timur Public Health Center had been performed under the technical guidelines. These aetivities included the stages of planning, implementing, recording, and reporting. Meanwhile, the obstaeles faced by the implementers were due to the programmer's delay in making an Accountability Letter (SPJ) and the lack of cooperation in the MCH target. The communication component was considered not optimal because of the lack of understanding of some informants who also performed as implementers towards the purpose of the HOS. The inhibiting faetor of the implementation of MCH aetivities was caused by the resource components in the form of the availability of facilities and infrastructure, which was still not optimal. Besides, the assessment of the disposition component and bureaueratie structure at Bulango Timur Public Health Center was considered appropriate and fulfilled the established standards.
To conclude, it is expected that there will be cooperation from the public health office in providing ongoing training related to operational assistance programs to all stakeholders in the public health center. This cooperation is necessary as an effort for the implementation of better health operational assistance as well as an effort to improve material find child health.
