Abstract
Puskesmas Tilango merupakan puskesmas dengan wilayah terkecil di Kabupaten Gorontalo dan merupakan puskesmas rawat inap yang letaknya jauh dari akses jalan trans sehingga menjadi faktor kurangnya kunjungan pasien. Tujuan penelitian ini untuk mengetahui kinerja Puskesmas Tilango berdasarkan empat perspektif Balanced Scorecard yaitu pelanggan, proses bisnis internal, keuangan, pembelajaran dan pertumbuhan. Jenis Penelitian ini adalah observasional deskriptif. Populasi yaitu terdiri dari semua pegawai di unit rawat inap Puskesmas Tilango berjumlah 31 orang, pasien rawat inap di Puskesmas Tilango pada 1 bulan terakhir (Februari-Maret Tahun 2022) berjumlah 12 orang, laporan rekam medik, laporan tahunan, dan laporan keuangan. Teknik yang digunakan yaitu total sampling sehingga jumlah sampel sama dengan jumlah populasi. Pengumpulan data menggunakan kuesioner. Data dianalisis secara deskriptif dan selanjutnya dinarasikan. Hasil penelitian menunjukkan bahwa dar 14 indikator pengukuran kinerja diantaranya 3 memenuhi target (21.4%) sedangkan 11 tidak memenuhi target (78.6%). Secara umum pengukuran kinerja di unit rawat inap Puskesmas Tilango menggunakan metode Balanced Scorecard termasuk dalam kategori kurang baik. Disarankan bagi pihak Puskesmas Tilango agar dapat meningkatkan lagi kinerja dan menambahkan proses inovasi pelayanan kesehatan sesuai dengan Peraturan Menteri Kesehatan No. 43 Tahun 2019 tentang Puskesmas Unit Rawat Inap dan penambahan tempat tidur di unit rawat insp Puskesmas Tilango. Kata Kunci : kinerja, puskesmas, rawat inap, balanced scorecard Puskesmas (Public Health Center) Tilango is the public health center with the smallest area in Gorontalo Regency and is an inpatient public health center that is located far from the access road so that it leads to the lack of patient visits. The research aimed to determine the performance of the Puskesmas Tilango based on four Balanced Scorecard perspectives, namely customer perspective, internal business processes, finance, and learning and growth. It employed descriptive observational with the population consisting of all employees in the inpatient unit of the Puskesmas Tilango totaling 31 people, inpatient patients at the Puskesmas Tilango approximately for 1 month (from February to March 2022) amounted to 12 people, medical record reports, annual reports, and financial statements. At the same time, the technique used was total sampling so that the number of samples was the whole population. In addition, the data collection was done through a questionnaire and was analyzed descriptively and then narrated. The finding denoted that of the 14 performance measurement indicators, and it was noticeable that three indicators met the target (21.4%) while 11 did not meet the target (78.6%). In brief, the performance in the inpatient unit of Puskesmas Tilango using the Balanced Scorecard method was included in the poor category. As a recommendation, Puskesmas Tilango parties are suggested to improve the performance and enhance a health service innovation process according to the Minister of Health Regulation No. 43 of 2019 concerning inpatient unit of Puskesmas and add beds in the inpatient unit at Puskesmas Tilango.
