Primary Care (P-Care) merupakan sistem informasi pelayanan pasien yang ditujukan untuk pasien berstatus BPJS berbasis komputer dan online. P-Care ditujukan bagi pelayanan primer (Puskesmas) yang didalamnya melakukan pengolahan data mulai dari pendaftaran, penegakan diagnosa, pemberian terapi, hingga pemeriksaan laboratorium. Rumusan masalah adalah bagaimana efektivitas penerapan SIMPUS berbasis P-Care berdasarkan pendekatan proses, sasaran dan sumber. Tujuan penelitian untuk menganalisis efektivitas penerapan SIMPUS berbasis P-Care dalam pelayanan kesehatan di Puskesmas Telaga Biru.
Jenis penelitian yang digunakan yakni penelitian kualitatif dengan metode In-Depth Interview. Informan berjumlah enam orang yang terdiri dari informan kunci yaitu Kepala Puskesmas dan informan biasa yaitu petugas P-Care. Analisis data menggunakan analisis interaktif.
Hasil penelitian ini menunjukkan penerapan P-Care di Puskesmas Telaga Biru secara keseluruhan telah efektif, namun dalam penerapannya masih terganggu karena kendala jaringan, gangguan sistem dan fitur diagnostik penyakit sulit dimengerti petugas. Ketersediaan sumber daya manusia di Puskesmas Telaga Biru telah memenuhi standar Permenkes RI Nomor 31 Tahun 2019, namun fasilitas dalam menunjang P-Care belum memadai. Simpulan yaitu untuk meningkatkan efektivitas P-Care harus ada perbaikan sistem dari BPJS dan peningkatan fasilitas.
Pentingnya penelitian ini dijadikan informasi tambahan serta evaluasi terhadap petugas dan sarana prasarana dalam penerapan P-Care di Puskesmas.

ABSTRACT
Primary Care (P-Care) is a patient service information system aimed at patients with computer-based and online BPJS (Healthcare and Social Security Agency). P-Care is intended for primary care (Puskesmas), which performs data processing from registration, diagnosing, giving therapy, and laboratory examinations. The problem formulation is how effective the implementation of SIMPUS based on P-Care is based on the process, target, and source approach. This research aims to analyze the effectiveness of implementing SIMPUS based on P-Care in health services at Telaga Biru Public Health Center.
This research employs qualitative research with the In-Depth Interview. There are six participants consisting of key informants, namely the head of the public health center, and regular informants, namely P-Care officers, and the data are analyzed using interactive analysis.
The results indicate that the implementation of P-Care at Telaga Biru Public Health Center has been effective. However, the implementation is still disrupted due to network issues, system disturbances, and the officer's struggle to understand disease diagnostic features. The availability of human resources at Telaga Biru Health Center has fulfilled the standards of the Indonesia Ministry of Health Number 31 of 2019. However, the facilities to support P-Care are inadequate. In conclusion, to increase the effectiveness of P-Care, there must be improvements in the BPJS system and facilities.
This research is important as additional information and evaluation of officers and infrastructure in implementing P-Care at the Public Health Center.
