Abstract
ABSTRAK
FEBRIANTO MARANYA. 941418016. 2022 Implementasi Kebijakan Pendaftaran Tanah Sistematis Lengkap (PTSL), (Studi kasus pada Kantor Pertanahan Kabupaten Bone Bolango). Jurusan Administrasi Publik, Fakultas Ilmu Sosial, Universitas Negeri Gorontalo dengan pembimbing I Dr. Yanti Aneta, S.Pd., M.Si dan pembimbing II Dr. Sri Yulianty Mozin, ST, MPA.
Penelitian ini bertujuan untuk mengetahui dan menganasilisi (1) Untuk mengetahui dan menganalisis proses Implementasi Kebijakan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kantor Pertanahan Kabupaten Bone Bolango, yang diliha dari Perencanaan, Pelaksanaan, Pengendalian atau Pengawasan, (2) Faktor penentu keberhasilan Implementasi Kebijakan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kantor Pertanahan Kabupaten Bone Bolango, yang dilihat dari: Kepatuhan Birokrasi, Kelancaran Rutinitas dan Tiada Masalah, Kinerja. Metode Penelitian ini menggunakan pendekatan kualitatif dengan jenis peneltian deskriptif kualitatif, sedangkan Teknik pengumpulan data yang digunakan adalah dengan observasi, wawancara dan dokumentasi.
Berdasarkan hasil penelitian yang dianalisis di lapangan bahwa (1) Proses Implementasi Kebijakan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kantor Pertanahan Kabupaten Bone Bolango meliputi aspek perencanaan, pelaksanaan, Pengendalian atau Pengawasan sudah dilaksanakan berdasarkan Peraturan Menteri ATR/ Kepala BPN Nomor 6 Tahun 2018. Namun yang perlu menjadi pertimbangan dalam proses perencanaan adalah manajemen pendekatan organisasi yang sifatnya top donw. Kemudian pada proses pelaksanaan adalah pendokumentasian kegiatan PTSL yang belum sepenuhnya digital. Serta dalam proses pengendalian atau pengawasan yakni belum terdapat sangsi yang jelas apabila tidak tercapainya target PTSL tersebut. (2) faktor-faktor yang Menentukan Keberhasilan dalam Implementasi Kebijakan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kantor Pertanahan Kabupaten Bone Bolango, dilihat dari aspek Kepatuhan Birokrasi, Kelancaran Rutinitas dan Tiada masalah serta Kinerja sudah dijalankan dengan baik, tetapi masih belum maksimal karena memiliki kendala yaitu masyarakat yang masih terbebani terhadap Biaya Perolehan Hak Atas Tanah dan Bangunan.

ABSTRACT
FEBRIANTO MARANYA. 941418016. 2022 The Implementation of Complete and Systematic Land Registration (PTSL) Policy (Case Study at Land Office of Bone Bolango Regency). Department of Public Administration, Faculty of Social Sciences, Universitas Negeri Gorontalo. The Principal Supervisor is Dr. Yanti Aneta, S.Pd., M.Si and the Co-supervisor is Dr. Sri Yulianty Mozin, ST, MPA.
The research aims to find out and analyze (1) the process of implementing Complete and Systematic Land Registration (PTSL) Policy at the Land Office of Bone Bolango Regency, which is observed from Planning, Implementation, Control or Supervision. (2) the success determinant of implementation of Complete and Systematic Land Registration (PTSL) policy at the Land Office of Bone Bolango Regency, as observed from: Bureaucratic Compliance, Smooth Routines and Absence of Problem, and Performance. As the method, the research uses a qualitative descriptive approach. while the data collection techniques used are observation, interview, and documentation.
The research findings discover that (1) the implementation process of Complete and Systematic Land Registration (PTSL) policy at the Land Office of Bone Bolango Regency covering aspects of planning, implementation, control, or supervision has been carried out in accordance with the Regulation of Minister of Agrarian Affairs and Spatial Planning/ Head of National Land Agency Number 6 of 2018. However, the planning process should consider the top-down management approach of the organization, while the implementation process reveals that the documentation of PTSL activities is not yet fully digital. In the meantime, the process of controlling or supervising indicates unclear sanction when the PTSL target is not achieved. (2) The factors that determine the success of implementing Complete and Systematic Land Registration (PTSL) policy at the Land Office of Bone Bolango Regency are observable from the aspects of Bureaucratic Compliance, Smooth Routines and Absence of Problem and Performance which have been carried out well. However, they are still not optimal due to an obstacle where people are still burdened with the Cost of Acquisition of Land and Building Rights.
