Abstract

Penelitian ini bertujuan untuk mengetahui (1) bagaimana Implementasi Kebijakan Pemungutan Pajak Restoran dalam Meningkatkan Pendapatan Daerah di Kota Gorontalo. (2) faktor-faktor apa yang mendukung Implementasi Kebijakan Pemungutan Pajak Restoran dalam Meningkatkan Pendapatan Daerah di Kota Gorontalo. Pendekatan yang digunakan yakni kualitatif dengan jenis penelitian deskriptif. Pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Analisis data menggunakan Model Miles Huberman.
Hasil penelitian ini menunjukan bahwa (1) Implementasi kebijakan pemungutan pajak restoran dalam meningkatkan pendapatan daerah di Kota Gorontalo sudah berjalan dengan baik namun untuk pengawasan agar lebih dapat dimaksimalkan lagi dan (2) Faktor-faktor yang menentukan keberhasilan implementasi kebijakan pemungutan pajak restoran dalam meningkatkan pendapatan daerah di Kota Gorontalo sudah berjalan dengan baik, namun ada faktor yang menjadi penghambat seperti faktor aplikasi/penerapan, yaitu kurangnya pemahaman masayarakat dengan perkembangan teknologi seperti alat tab yang memudahkan pencatatan transaksi pembayaran.
Berdasarkan hasil penelitian ini dapat disimpulkan perlu adanya kerja sama antar semua pihak dalam menumbuhkan kesadaran wajib pajak daerah khususnya pajak restoran dimana bukti pelunasan pajak restoran dimana bukti pelunasan pajak restoran harus menjadi syarat dalam memperoleh layanan publik bagi masyarakat dan melakukan sosialisasi tentang meningkatkan pengetahuan dalam pengaplikasian dengan melakukan perkembangan teknologi seperti alat tab yang memudahkan pencatatan transaksi pembayaran untuk pajak restoran.

This study aims to find out (1) the implementation of restaurant tax collection policy in increasing regional income in Gorontalo City. (2) the factors of the implementation of restaurant tax collection policy in increasing regional income in Gorontalo City. The research applied a qualitative method with a descriptive approach. Data were collected through interviews. observation, and documentation. Data analysis uses Miles Huberman Model.
The results of this study indicate that (1) The implementation of restaurant tax collection policy in increasing regional income in Gorontalo City has been running well, but the supervision aspect still needs to be improved, and (2) The factors that determine the success of the implementation of restaurant tax collection policy in increasing income areas in Gorontalo City, namely strengthening the capacity (competence & commitment) of employees or local tax officers at the Gorontalo City Financial Agency, public's understanding of restaurant tax obligations, cooperation between the Financial Agency with DPM PTSP and restaurant owners, and the use of applications for restaurant tax payment systems.
Based on the results of this study, it can be concluded that there is a need for cooperation between all parties in raising awareness of local taxpayers. Especially for restaurant taxes, where the proof of payment of restaurant taxes. must be a requirement in obtaining public services as culinary businesses become popular in Gorontalo City. Thers, to maximize this potential, there must be cooperation between the entrepreneur and the government where the government provides both capital and empowerment stimulants which will significantly increase Gorontalo City's restaurant taxes over the long term.
